- Description
- Title: Attack Simulation Services for Seymour Johnson Air Force Base Description: Seymour Johnson AFB will require non-personal services to conduct multi-vectored attack simulations in support of an Agile Combat Employment training exercise.� The Government anticipates conducting training days (6-9 Nov 2023) involving the delivery of focused training for 350 Airmen to prepare them for Theatre Ballistic Missile (TBM) attacks.� The training days will include one to two scenario based training days where the Planning Team will set up multiple operations centers and the contractor will provide immersive scenarios to allow small teams to exercise crisis action principles and small team leadership as well as communicate to the chain of command through multiple command posts to facilitate the passage of accurate information. The requirement consists of a series of scenarios where professional Oppostion Forces (OPFOR)/Situational Forces (SITFOR) participation in the exercise (13-17 Nov 2023) is required to meet training objectives. The contractor shall be required to work closely with the Planning Team to coordinate all support necessary to conduct this training. Anticipated contract requirements may include but are not limited to: Providing OPFOR/SITFOR personnel able to inctruct, equip, and act in roles to prepare exercise participants for scenario execution. Presenting a wide variety of specialized effects to simulate indirect fire and to employ explosive simulators to create the sight, sound and feel of a TBM attack. Creating portable missile crater damage to concrete for repair. Conduct mass casualty events with realistic and wearable wounds including manikins realistic in sight, feel, touch, and smell. Conduct locking/trapping in devices requiring first responders to free manikin(s). Dud weapon system realistic to cruise missile and/or theater ballistic missile for Explosive Ordinance Disposition teams to disarm and remove. Drone with simulated explosive to be laid on the ramp as an unexploded ordinance. Operate pyrotechnic devices, threat simulation and other visual aids including ground burst simulators, flash and report hand thrown artillery replicators, RPG simulators, technical vehicles and other devices to replicate current theaters. Set in place various sensitive site exploitation equipment and/or props within the target areas, in the proximity of fighter and cargo aircraft. Assist in scenario development, coordinate with agencies for joint-use and safety de-confliction, assess mission area conditions, navigate mission areas IAW DoD/installation procedures, and conduct analysis and risk assessments. The anticipated periods of performance are 6-9 November 2023 and 13-17 November 2023. The anticipated performance locations may include: Seymour Johnson AFB, NC; Cherry Point, NC; Myrtle Beach International Airport, NC; Langley AFB, VA; Shaw AFB, SC The Government anticipates making available a draft Statement of Work for industry comment/input prior to final release with the Solicitation.� If made available, the draft Statement of Work will be posted to SAM.gov, reference: A031979.
