- CONTRACTOR KIT INSTALLATION (CKI) 2 OF THE COMBINED BLOCK 7.0/8.1 MODIFICATION TO THE UNTIED STATES AIR FORCE (USAF) C-130J FLEET USAF C-130J Retrofit Program Office Request for Information (RFI) #3 In support of comprehensive market research and development of a contracting strategy that best works with our industry partners, the USAF is releasing this RFI to assess the ability of industry to bid on the accompanying Performance Work Statement (PWS), given the criteria in the questions below.� The PWS identifies the work for the receipt, induction, scheduling, installation, quality assurance, functional checks, and return to service of a major Block Upgrade 8.1 modification on the C-130J aircraft.� � The USAF has significant data from previous market research conducted and contracts awarded for this effort.� This RFI is specifically targeted to gather data from the questions below although we welcome feedback on the current PWS as well. The data collected may be shared with other Services and agencies but will not be shared with any entity outside of the USG. Please provide responses to this RFI to the following email address no later than 12 September 2023 (noemi.toth-phillips@us.af.mil).� Responses to this Data collected will become the property of the USAF and will be used to influence and shape the contracting strategy for this effort. Part II.� Survey Questions When the RFP is released, the Time Compliant Technical Orders (TCTOs) for the C-130J (stretch and short) as well as the TCTOs for the HC-130J will be accessible to make an accurate proposal.� However, the TCTOs for the WC-130J will not be available until 2-3 years into the contract.� Although the modification is similar on the different variants of C-130Js, there are differences.� The timelines to complete the WC-130J will be the same as the other variants.� Given this information, will you be able to bid on the entire requirement to include the WC-130Js? Based on the requirements in the attached draft Performance Work Statement (PWS), will you be able to bid on the entire requirement (to finish the fleet modifications) out to possibly nine total years of modifications?
