Description
NASA/GSFC has a requirement for logistics services to procure, package, transport and provide quality assurance for NASA/GSFC projects�, critical and sensitive spaceflight hardware, and Electrical, Electronic, and Electromechanical (EEE) parts. �This requirement also provides ground support equipment, transportation, technical information, records management, graphics, audio/visual, mail services, etc., to the Greenbelt, MD; Wallops Flight Facility, VA; and NASA Headquarters, Washington, DC locations, including some on-site tenant organizations and near off-site Government and contract locations. NASA/GSFC intends to issue a sole source, nine-month contract extension to the current Goddard Logistics and Technical Information II (GLTI II), 80GSFC17C0010, contract. This Cost-Plus-Fixed Fee (CPFF) with Technical Performance Incentives contract, was awarded to TRAX International Corporation.� This extension is being made under the authority of FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.�� Conducting a competitive procurement for the continuation of these services would seriously impact current ongoing logistics services activities. �Award to any other source for this interim period would delay NASA/GSFC�s vital missions. The services provided under the Logistics contract are essential for GSFC to meet its goals and objectives that directly affect mission success. �In addition, conducting a competitive procurement would result in additional cost to the Government due the duplication of efforts and the cost impacts from delays in vital missions. The GLTI II contract provides critical logistics services that support both flight project and daily Center operations that cannot be interrupted. �Critical services provided include supply, property management, transportation, packing/crating, and export control. �These services are highly technical in execution involving complex regulations and stringent quality requirements.� The logistics services include, but are not limited to:� (1) Project Logistics; logistics planning and coordination, transportation engineering, packing and crating, project storage, and Export Control, (2) Supply Management; requisition processing, inventory management, warehousing, physical inventory, hazardous material management, cataloging, purchasing, receiving, (3) Transportation; domestic and international outbound/inbound freight, vehicle dispatch and motor pool operations, pick up/delivery services, bus services, fleet management, (4) Equipment Management; equipment control, physical inventory, excess/reutilization program, (5) Mail Services Center; incoming and outgoing. The Government does not intend to acquire a commercial item using FAR Part 12.��� Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Sherry Barbour at sherry.barbour@nasa.gov not later than 4:00 PM EST on September 15, 2023. �Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
