TRIANGLE C THINNING, BUREAU OF LAND MANAGEMENT, CATRON COUNTY, NEW MEXICO This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and attachments constitute the only solicitation; quotes are being requested and a written solicitation will not be issued. Consider this solicitation (140L3723Q0131) as a Request for Quotes (RFQ). This solicitation documents incorporate provisions and clauses in effect through Federal acquisition Circular 2019-03. This solicitation is set-aside for small business. NAICS 115310 - Support Activities for Forestry - Fuels Management Services. The small business size standard is $34.0 million. Product Service Code F014 - Natural Resources / Conservation - Tree Thinning. The resulting purchase order will be a firm fixed price type contract. (SEE ATTACHMENTS FOR COMPLETE STATEMENT OF WORK, MAPS, WAGE DETERMINATIONS, AND CLAUSES / PROVISIONS.) 463 acres x $______________ = $___________________ In accordance with the procedures in FAR Part 12 and 13, RFQ 140L3723Q0131 is available for viewing through electronic commerce via Land Management's website at https://sam.gov. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and is the lowest price technically acceptable. Quotes are due Wednesday, September 20, 2023, by 4:00 p.m. Mountain Time. Contractors submit quotes by email to awhetham@blm.gov. Note: Any contractor to submit an acceptable quote or be awarded a government contract must be registered and active in the System for Award Management (SAM). Contractors must register at www.sam.gov. Contractor's must submit their Unique Entity ID (UEI) and CAGE code with their quote. The provisions and clauses attached apply to this solicitation. Location of Project The project is located 48 miles southwest of Datil, New Mexico in Township 7S, Range 13W, section 31; Township 7 S Range 14 W Sections 35 & 36 also Township 8S Range 14 W sections 2, 11 & 12(see attached map). The project area is a variable mix of juniper invaded grassland, open woodland, and closed woodland on rolling hills. Boundaries of Project Area The boundaries are identified by pink and/or orange flagging. The north boundary of the project area generally follows a fence line. There are also intermittent fence lines in the adjacent area that would need to be cut and thinned out. The project is an estimated 463 acres in size (see map). Access Access is facilitated by US Highway 112, Bursum Road, and two track roads. All access into the project will be by existing roads or by foot; the greatest foot travel distance is 2 miles, with most of the unit within a mile of a road. No vehicle access will be allowed off existing travel routes (including ATVs/UTVs). See map for access points. Project Purpose The purpose of this contract is to provide services for improvement of forest/woodland health, wildlife habitat improvement, and fuels reduction. The slash will be burned when dry by Socorro Field Office fire personnel. Triangle C Thinning 2023 / Township 7S, Range 13W, section 31; Township 7 S Range 14 W Sections 35 & 36 also Township 8S Range 14 W sections 2, 11 & 12 463 Acres No Girdling or Pruning - if any portion of the tree is cut, the entire tree must be cut. No cutting of any ponderosa pine, alligator juniper, or oak trees. Desired spacing would be a mix of the following prescriptions: o Average live tree spacing will be 50 feet (trunk to trunk), all pinon and juniper trees 8 feet tall and under will be cut - approximately 344 acres (see map). o Retain an average of 1 small group of healthy, live trees every 2-3 acres (5-10 trees per group) throughout the project - remove suppressed and unhealthy trees from these groups. o The average spacing around groups in thicker stands is 75 feet. Treatment will be done by hand-cutting (chainsaws and other hand equipment). Target species are live One-seed Juniper (Juniperus monosperma) and Pi�on (Pinus edulis). When cutting, all live unhealthy trees (regardless of size) should be cut first before looking at spacing and leave tree requirements. Leave tree preference - 1st healthy tree, 2nd larger live, healthy tree, 3rd live healthy Pi�on Pine. Due to stem characteristics of Juniper and Pi�on, stem diameter will be measured 6 inches above ground surface on the high side for cutting (DSH-diameter at stump height), not DBH. Leave any healthy (free of mistletoe, etc.) live Juniper 20 inch DSH or greater. Exception: Individual Trees. Contracting Officer Representative may determine that the health of surrounding trees require additional thinning. In this instance the tree(s) to be cut will be marked by the Contracting Officer Representative. Leave any healthy (free of mistletoe, etc.) live pi�on 14 inch DSH or greater. Exception: Individual Trees. Contracting Officer Representative may determine that the health of surrounding trees require additional thinning. In this instance the tree(s) to be cut will be marked by the Contracting Officer Representative. Cut any live Pi�on and Juniper tree 1 foot tall or above that do not meet the above criteria for leave trees. Cut smaller seedlings and saplings growing under larger leave trees. Cut all live and dead trees within � chain (33 feet) of the centerline of any powerline regardless of size. Cut all live pi�on and juniper trees within 20 feet of all ponderosa pine trees. Cut all live pi�on and juniper trees within 15 feet of fences, unless the fence is attached to the tree. Leave trees that have an obvious nest or wildlife occupation. Cut stumps should be 6 inches or less in height. Cut and felled material shall be bucked into lengths of 6 to 8 feet to facilitate drying. All limbs should be removed from the main bole of the felled tree so it sits flush on the ground to provide for better erosion control benefits. The main stem of the tree should be placed perpendicular to the slope to help slow potential soil erosion, unless utilized in erosion cuts. Slash will be pulled back away from the cut stump to ensure that all green limbs are completely severed from the stump. Remove cut material � chain (30 feet) from ponderosa pine trees, structures, and improvements (example: fences, waters). Remove cut material 1 chain (66 feet) away from the centerline of any powerline. This includes existing slash located under powerlines. No travel on two track roads when soils are saturated by rain or snow; stay on gravel or pavement. No cutting in designated areas to protect cultural sites and/or improvements. Trees felled into drainage bottoms shall be felled with the top of the tree pointed downstream and the end of the trunk pointed upstream. Limbs on the underside of the main bole should be severed to help reduce soil erosion. All slash shall be cut, lopped, and scatted to within 2 feet of the ground. Any tree that is cut within 100 feet of an active erosion cut shall have the slash placed in the erosion cut in a manner that will allow the slash to catch sediment and help reduce soil erosion. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and is the lowest price technically acceptable. Estimated start date is September 25, 2023, with performance time 60 days from contract award. There are a total of 463 acres. The work site is approximately 55 miles from Datil.
