A voluntary pre-bid call will be scheduled for this requirement, to discuss what is being sought, and answer vendor cursory questions about the structure of the requirement. All questions must be submitted in writing, before the closing deadline contained herein. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Submit written quotes only; oral offers will not be accepted.��������������� This requirement is under North American Industrial Classification Standard (NAICS) codes: 334310 - Audio and Video Equipment Manufacturing; 750 employees.� This requirement is set-aside 100% Buy Indian (specific to Department of Health and Human Services, Indian Health Services); wherein, Buy Indian means American Indian and Alaska Native Small businesses, in accordance with the criteria and size standards of 13 CFR Part 121. Definitions. Indian Economic Enterprise (IEE). Any business activity owned by one or more Indians or Indian Tribes that is established for the purpose of profit provided that: the combined Indian or Indian Tribe ownership must constitute not less than 51 percent of the enterprise; the Indians or Indian Tribes must, together, receive at least a majority of the earnings from the contract; and the management and daily business operations of an enterprise must be controlled by one or more individuals who are Indians. To ensure actual control over the enterprise, the individuals must possess requisite management or technical capabilities directly related to the primary industry in which the enterprise conducts business. The enterprise must meet these requirements throughout the following time periods: At the time an offer is made in response to a written solicitation; At the time of the contract award; and During the full term of the contract. Indian Small Business Economic Enterprise (ISBEE). An IEE that is also a small business concern established in accordance with the criteria and size standards of 13 CFR part 121. Offerors that do not fall into this category will not be considered for award.�� REQUIREMENTS:� Indian Health Service (IHS) � Phoenix Area Office (PAO), 40 North Central Ave., Phoenix, Arizona 85004-4424 has a requirement to upgrade the current video-teleconferencing (VTC) and digital media capabilities within the Phoenix Area. The Government intends to enter into multiple Blanket Purchase Agreements (BPA), in accordance with FAR 13.303. A blanket purchase agreement (BPA) is a simplified method of filling anticipated repetitive needs for supplies or services by establishing ""charge accounts"" with qualified sources of supply. In this case, we aim to establish multiple (2-3) award BPAs. Each BPA holder must provide the following: Provide completed Indian Economic Enterprise Representation form. Authorized reseller or distributor agreement required for the following brands: Cisco and Crestron; the two are Brand Name Only requirements, all other identified products are acceptable as Brand Name or Equal. Identify your Cisco Gold Certified Partner. A Blanket Purchase Agreement (BPA) does not have any funds committed; it provides a framework for quick Calls to be competed for Tasks on the contract. For instance, at this time, four requirements are being funded and quotes are being sought for those individually (Rooms: 601, 603, 605A & 720). The term for a BPA is five years. During that five years, you can issue Calls against the contract to fund any of the rooms outlined in the SOW, or small, medium or large rooms. Calls are a lump-sum of money used in a declining balance fashion, to fund task completion as provided under the BPA framework (e.g. pricing schedules and terms and conditions). Each Call requirement will be competed among the BPA holders. Given details about the requirement, similar to that as identified in the SOW (specific rooms) or by size standard (S/M/L), the BPA holders shall provide an estimate for project activation (commence site survey phase � equipment lead time � install schedule) in days After Receipt of Order (ARO) using the pricing structures for the Cisco and Crestron products, and the Cisco support. A pricing mechanism has been provided to allocate costs into three categories: Site Survey, Full Automation Installation and Product Solution. These categories should bear all costs for each Call. The call will be funded with three (3) line items and the vendor will invoice for services/products under one of those three Contract Line Item Numbers (CLINs). Reference: Statement of Work (SOW). Site survey consists of sections 1.1.1, 1.1.2, 1.1.3; Full Automation Installation consists of section 1.1.4; Product solution consists of section 1.2. This procurement is for NEW Equipment ONLY; no remanufactured or ""gray market"" items. Vendor shall be an Original Equipment Manufacturer (OEM authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, such that OEM warranty and service are provided and maintained by the OEM). All, warranty and service associated with the equipment shall be in accordance with the OEM terms and conditions. All Equipment must be covered by the manufacturer's warranty. The quote MUST include a copy of the authorized distributor letter from the manufacturer to verify that the vendor is an authorized distributor of the products being quoted; failure to provide evidence of this may result in your proposal not being further considered. The government intends to award multiple (2-3), Firm-Fixed Price, Blanket Purchase Agreements (BPA) as a result of this combined synopsis/solicitation to the responsive and responsible vendor whose conforming response is determined to provide the best value to the Government, price and other factors considered. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-04 dated 06-02-2023. It is the contractor's responsibility to be familiar with the applicable clauses and provisions.
