Description �SOURCES SOUGHT NOTICE Correct Structural System for Bldg 1�� Provide Temporary Shoring INTRODUCTION The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8) is seeking capability statements specifically from Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB), as well as any other Small OR Large business construction contractors for the purpose of determining if adequate competition exists to set aside a requirement to Correct the Structural System for Bldg 1�at Bay Pines VA Medical Center, Bay Pines, FL. The Government reserves the right to consider a SDVOSB, VOSB, or any other Small Business to set-aside based on the responses hereto.� The North American Industry Classification System (NAICS) code for this procurement is 238990, All Other Specialty Trade Contractors with a size standard of $16.5 million.� Estimated solicitation release date for this requirement is mid-September to early October 2023, with a project period of performance estimate below.� Estimated award amount is anticipated to between $250,000 to $500,000. (Subject to adjustment). SCOPE OF WORK The work includes but is not limited to providing all labor, tools, materials and supervision necessary to provide structural shoring in the crawl space of Building 1 at the Bay Pines VA Medical Center. JS Held (VA Consultant) performed a Limited Structural Assessment of Building 1 of the Bay Pines VAMC under project 516-22-120. The assessment found critical areas requiring temporary shoring. This project is for specialized capability to install temporary shoring at the crawl space of Building 1. The installation of the temporary shoring is intended for approximately 3,000 SF divided into four different areas identified as Critical on the assessment undergone for �the structure prepared by the company JS Held LLC, dated 10/14/2022 (portion of the report attached). The Critical Areas are depicted on pages 9 to page 13 and in Appendix B of the JS Held Report. Temporary shoring will be necessary for approximately 18 months. The shoring will undergo monthly inspections and recertifications by either the structural engineer who signs and seals the shop drawings or a special inspector. This project involves working in an OSHA-defined �permit-required confined space.� �Personnel involved in the project must be certified to work in confined spaces of the �same type. CAPABILITY STATEMENT The capabilities statement must consist of a: Cover sheet referencing�Source Sought Notice �36C248-23-Q-1973, �Capability Statement - Correct Structural System for Bldg 1�. Experience � Provide examples that shows that your firm has the specialized capability to install temporary and/or permanent structural shoring under large building foundations.� The purpose of this Source Sought Synopsis/RFI is to identify small business concerns with the capability to perform the services defined in the services listed above, with the intent of assessing set-aside possibilities. In order for Government to assess set-aside possibilities under the NAICS code specified above, interested firms shall identify their company as one or more of the following: 1) small business; 2) 8(a) business; 3) HUBZone small business; 4) small disadvantaged business; 5) woman-owned small business; 6) service-disabled, veteran-owned small business; or 7) large business. All interested firms are invited to submit a capability statement of no more than five (5) pages, and no smaller than 12 point Times New Roman font. The capability statement should demonstrate the interested firm�s understanding, capability, approach, qualification, and past experience in meeting the work requirements identified in Attachment # 1, JS Held Report. Finally, interested firms should identify challenges and risks associated with meeting the requirements of the Summary Scope of Work and how the organization would minimize those risks. The Government will review the capability statement to determine if the interested firm is capable of satisfying the requirements based on its demonstrated understanding capability, approach, qualification, and past experience in each of the areas included in the Draft Performance Work Statement (Attachment #1). Moreover, all capability statements must also include (not counting towards the 5 page limit): the name of the firm, or firms if a teaming arrangement is proposed, point of contact, phone number, address of firm(s), and the DUNS number for the prime entity. Please note that a small business firm may submit a capability statement that includes the expertise of large business partner companies under a teaming arrangement. If a teaming arrangement is contemplated, then the response to this source sought must clearly discuss the areas of JS Held Report that the small business firm intends to perform and the specific areas that the large business teaming partner intends to perform. Please note that at least 50% of the total cost of all services provided must be incurred by or for personnel of the small business firm pursuant to the FAR clause at 52.219-14 entitled �Limitations on Subcontracting (NOV 2011)�. Capability statements must be submitted electronically, via e-mail, to Amber Milton, VA Contracting Officer, at the following email address: amber.milton@va.gov �on or before�September 6, 2023.� VA does not plan to respond to individual responses and does not intend to post information or questions received to any website or public access location.� DISCLAIMER:� This Sources Sought Notice is for planning purposes only, subject to FAR Clause 52.215-3, entitled �Request for Information or Solicitation for Planning Purposes�. It does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract. Moreover, the Government will not pay for the information submitted in response to this Notice, nor will the Government reimburse an offeror for costs incurred to prepare responses to this Notice. This invitation to submit capability statements is for the purpose of determining the appropriate level of competition for a potential VA acquisition.� Respondents will not be notified of the results of the evaluation. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the Sam.Gov Website.� It is the potential offeror�s responsibility to monitor these sites for the release of any solicitation or synopsis. Failure to respond to this notice does not exclude any interested party from future consideration for proposals which may be announced or solicited by VA.
