Description
This purchase order was awarded as a sole source action�per the statutory authority permitting Other Than Full and Open Competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(1) and FAR 6.302-1(a)(2)(iii)(A), as identified in paragraph 5, since there is only one responsible source and no other supplies or services will satisfy agency requirements. The proposed acquisition is for support to assist five Navy Museums (U.S. Naval Undersea Museum, Keyport, WA; Puget Sound Naval Museum, Bremerton, WA; National Museum of the American Sailor, Great Lakes, IL; U.S. Navy Seabee Museum, Port Hueneme, CA; Hampton Roads Naval Museum, Norfolk, VA) in developing museum-specific engagement plans and provide strategic planning counsel. Continue to train and educate federal museum employees at the National Museum of the U.S. Navy, the Naval History and Heritage Command, and five other museums and related foundations in the Navy Museum Division on legal and ethical means of supporting new projects funded through public-private partnerships. Advise on building staff capacity that is museum specific. Tasks required for each museum include: The Contractor shall develop museum-specific engagement plans which include: Conduct discovery with the museum to identify needs and opportunities. Create a written plan. Provide implementation support and consulting. Preparation for the training sessions for the U.S. Naval Undersea Museum, Keyport, WA, which will include: Conduct quarterly training and capacity-building sessions (one onsite and three virtual) at the museum. Work with the Naval History and Heritage Command to produce planning documents, including annotated agendas, resource documents, talking points, etc. Create supplemental packets for each session containing an agenda, reference documents, and any materials needed for effective training. Develop tools to help engage training participants and bolster conversation prior to the training session (i.e., creation of weekly survey, social networking site, and/or other tactics). Present the report on the U.S. Naval Undersea Museum to key audiences including NHHC leaders and respective museum staff and non-profit campaign partners, and policy makers. The government posted a Notice of Intent on 08/27/2023 announcing this sole source action.
