- SOCIAL MEDIA INTELLIGENCE TOOLS RESEARCH Notice Type: Request for Information (RFI) 1. RFI Announcement This RFI is issued solely for the purpose of conducting preliminary market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. No solicitation is being issued at this time, and the Government makes no assertion that a solicitation will be issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential vendor�s ability to respond to any future synopsis/solicitation which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government is not obligated to, and will not, provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding. Respondents will not be notified of any results derived from a review of the information provided. 2. Background The U.S. Citizen Immigration Services (USCIS), Fraud Detection and National Security (FDNS) Directorate has a requirement for additional tools and techniques to support background check process through social media intelligence capabilities. The objective of Social Media Intelligence Tools Research is to provide insights into tools and techniques that can be used to support operations requiring social media research and analysis. This objective is not to replace current operations in social media investigations, but to determine what (if any) automated, customizable, scalable tools, platforms and techniques exist which can support more efficient and faster operations around operational use of social media operations by the agency. We are not seeking a decision-making platform; we are seeking offerings which can provide insightful analysis and automated decision-support for current and future operations. We are seeking tools which can expedite investigative operations without sacrificing mission needs and adding to investigative overhead. The primary purpose of this RFI is to identify sources that currently have capabilities that can meet the technical requirements to deliver social media intelligence, research, screening, and vetting in an automated capacity. Those technical capabilities need to be demonstratable current and future social media platforms. Vendors should have tools and techniques currently in place which can be expanded and adapted to future social media platforms and needs as they arise. Solutions which are tied to specific existing platforms without the ability to be adapted or applied to others, are not sufficient for this ask. The tool cannot violate current or future updates to DHS and/ or USCIS�s Operational Use of Social Media Policy�https://www.dhs.gov/sites/default/files/publications/Directive_110-01_Privacy_Policy_for_Operational_Use_of_Social_Media_0.pdf Capabilities for tool / techniques to operate within the USCIS technical environment. Data must be available for storage and use on USCIS networks. The tool must support audit capability to allow insight and access into tool operations as required by USCIS operations. The technology should not seek to engage with the platforms for limiting or removing publicly posted content. 3. Questions to Industry Information is requested detailing your company�s capabilities and experience delivering social media intelligence investigative technology. Interested businesses and government or non-profit organizations are encouraged to respond to this RFI.� Please provide feedback in the following areas as listed below. Automated social media intelligence technology. What tools and techniques can you offer which provide details on information contained on public social media platforms and profiles that can be leveraged without the need for human manual intervention? Tools and techniques can include but not be limited to; data scraping of text, data, images (photo / video), language translation, transcription of video content, and connections between multiple social media platforms? (Please list current Social Media Platforms supported) What technologies have you developed in this area of Social Media Intelligence? Can those technologies be demonstrated for Government staff? (Please detail how those technologies support social media screening and vetting, analysis, or other intelligence areas.) What capabilities do you have to leverage APIs (Application Programming Interfaces) to gather data from social media platforms in an automated fashion?� (This includes public APIs) What reporting capabilities are provided in the tool and platform? Provide details on capabilities around data from the tool being leveraged in large-scale data analysis platforms? Can solution(s) be delivered in whole to the Government and run from on-premises environments? If not, what portions of your platforms can be run in and on Government Furnished Equipment? Will the Government have access to specific artificial intelligence / machine learning techniques used in the application for auditing and tuning? What successes have you had in this area? Please provide two or more references or examples which can be verified. 4. Response Instructions Vendor Profile: Responses to this RFI shall include a one (1) page cover letter. The cover letter shall, at a minimum, include the following information: RFI Reference Number Vendor�s Company Name, Address, Contact Person Information (including telephone number and email address); Vendor�s UEI Number (If Registered in SAM) Business Size and Size Standard / Classification relative to North American Industry Classification System (NAICS) code of 513210 and; If applicable, all contract vehicles you currently have, and the contract numbers associated with those vehicles (ex: GSA Schedule 874 GS-00X-1234Z).� Include whether or not if you are a small business; HUBZone small business; service-disabled, veteran-owned small businesses; 8(a) small business; women-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. �Vendors are requested to respond to this RFI, with responses to the questions in Section 3.� Responses should be no more than five (5) pages (excluding the one (1) page cover letter). The Government may request additional information or a demonstration of capabilities from any responding vendor. � All responses shall be in Adobe Portable Document Format (PDF) via email only to the Contract Specialist listed in Section 5 and should include in the title of the emailed response �Social Media Intelligence Tools Research� �� Company Name, LLC�. Responses are due no later than�Thursday, September 28, 2023 at 5:00 PM ET. No phone calls related to this RFI will be accepted. Please note that the collection of this data does not obligate the U.S. Government to the incorporation of the comments in any future procurement action nor does it obligate the Government to the procurement of any services or products related to this notice. Proprietary information should not be included in the responses. To the maximum extent possible, submit Non-Proprietary Information. All information received in this -RFI that is appropriately marked ""Proprietary"" will be handled accordingly. �Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. 5.
