- INTRODUCTION This Presolicitation notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d). The Naval Air Systems Command (NAVAIR) at Patuxent River, MD intends to issue a Sole Source Basic Ordering Agreement (BOA) to North Star Scientific Corporation (NSSC), Kapolei, HI for the development of the Radar Transceiver Assembly (RTA).� This is a follow-on Small Business Innovation Research (SBIR) Phase III effort pertaining to SBIR Topic N06-125 ""L-Band Solid-State High Power Amplifier for Airborne Platforms.""� After awarding the BOA, NAVAIR intends to issue a delivery order with the following tasks:� 1.� further the design of radome treatments, 2.� conduct full-scale radome measurements, 3.� reduce risks related to flight-ready prototypes and 4.� implement radome centerbody modifications and prepare for shipment/installation. GENERAL INFORMATION NSSC is the only source with the requisite knowledge, experience, and technical expertise to advance the RTA design, making it smaller and lighter to reduce potential risks related to transitioning the system to a flight-ready prototype to be tested on a follow-on E-2 variant or future airborne C2 system. In addition, this contract will finalize the procurement of parts needed to build up a ground-based radar test bed and deliver/install the system at the Pacific Missile Range Facility (PMRF) on the island of Kauai in Hawaii. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
