Description
SCOPE The Contractor shall provide all labor, tools, materials, supplies, equipment, supervision, and personnel required to conduct pest control/elimination services, to include completion of training, materials, equipment, labels, transportation, and disposal of waste materials and pests by means of euthanasia, proper waste, and/or reclamation/recycling for U. S. Coast Guard Base Alameda. The contractor shall adhere to these requirements in accordance with all terms, conditions, provisions, schedules, and specifications of this SOW, in addition to all local, state, federal and Environmental regulations and guidelines. This proposal is for pest control/ elimination at Base Alameda on Coast Guard Island, Alameda, CA. Offerors are to provide price-per-pack charges only. This price must be INCLUSIVE of ALL other costs, including but not limited to items as listed per the SOW, i.e., laboratory fees, waste disposal fees, recovery fees, transporter fees, packaging, labor for handling, administrative costs to provide required documentation, etc. CATEGORIES OF PEST CONTROL SUBJECT TO THIS SERVICE Animal Capture and Euthanasia: Animals shall be captured and euthanized to include but not limited to stray dogs/cats, raccoons, rats/mice, squirrels, opossums, coyotes and invasive species. Contractors will comply with Endangered Species Act of 1973, Migratory Bird Act, Marine Mammal Protection Act, California Endangered Species Act, California Penal Code 597 (Animal Cruelty). Animal Capture and Relocation: Animals shall be captured and relocated to include but not limited to waterfowl, small mammals, reptiles, marine mammals, and any other California native species. Contractors will comply with Endangered Species Act of 1973, Migratory Bird Act, Marine Mammal Protection Act, California Endangered Species Act, California Penal Code 597 (Animal Cruelty). Insect Spraying/Fogging and Trapping: Insecticide and traps shall be used when dealing with infestations of insects.� Contractors will comply with Endangered Species Act of 1973, Federal Insecticide, Fungicide, and Rodenticide Act, all regulation set forth by the California Department of Pesticide Regulations, Clean Water Act, and California Water Code. REQUIREMENTS The Contractor shall perform services, which includes the chemical treatments, trapping, euthanasia shipping and disposal in compliance with all existing laws and regulations of the United States including, but not limited to Endangered Species Act of 1973, Migratory Bird Act, Marine Mammal Protection Act, Federal Insecticide, Fungicide, and Rodenticide Act, Clean Water Act, OSHA Standard 29 CFR, California Department of Pesticide Regulations, California Endangered Species Act, California Penal Code 597 (Animal Cruelty), and California Water Code. The Contractor shall obtain and provide a copy all permits (except for permits from U.S. Fish and Wildlife Service), licenses, training records and other forms of documentation required to comply with the above laws and regulations. � The Contractors shall obtain a copy of Base permits from U.S. Fish and Wildlife Service before service can be conducted that requires the interaction with any species protected on the above laws and regulations. QUANTITY AND DESCRIPTION Base Alameda is a responsible for support of Coast Guard operations; the facility contains adults, children, trained dogs and allows pets on base. The contractor shall provide information to the Coast Guard to advanced notice to members and judge whether the site is not misrepresenting, improperly labelling, or incorrectly identifying pest control service so that Base Alameda can comply with Federal, state, and local laws. The pest typically come from local wildlife or stray domesticated animals.� The Base Alameda shall obtain permits from U.S. Fish and Wildlife Service before service can be conducted that requires the interaction with any species protected on the above laws and regulations.
