SUBJECT: FA489024RACOM; Draft PWS and Evaluation Criteria for Aviation Command and Control Operations and Maintenance Program 2 (ACCOM-2). Updated 6 Sep 2023: Attached Goverment answers to questions submitted in response to Draft RFP documents (see attachment section). 1. This is a pre-solicitation notice for information and planning purposes only (see provision below). The Government is seeking industry input from all sources, Small and Other Than Small business, at this time. The applicable North American Industry Classification System (NAICS) for this requirement is 488111 - Air Traffic Control, with a size standard of $40M. The Government plans to consider all information submitted in response to this pre-solicitation notice. Closing date for this notice is Tuesday, 22 Aug 2023, 12:00 p.m. EDT. Responses shall be submitted to the Contract Managers MSgt Angel Galindo at angel.galindo@us.af.mil, and Capt Christopher Clements at christopher.clements.11@us.af.mil, and the Contracting Officer Mr. Michael Adams at michael.adams.106@us.af.mil. INDUSTRY DAY: A virtual Open Forum Industry Day will be provided on 07 Sep 2023 with virtual One-on-One Briefs on 08 Sep 2023. During these sessions the Government may provide requirement and acquisition strategy information, as well as an opportunity to discuss previously submitted questions/comments or any questions/comments that arise from the Industry Day forums. This information exchange will be utilized to further refine the requirement and acquisition strategy. Requests for these forums, and questions/comments regarding attached draft documents shall be submitted to the contacts above no later than the due date of 22 Aug 2023, 12:00 p.m. EDT.�� Virtual Industry Day - Open Forum: Scheduled for 7 Sep 2023, 09:00a.m. EDT to 11:00a.m. EDT. This session will be conducted via Microsoft Teams. Call-in information is included in the ""ACCOM 2 - Virtual Industry Day Call-in Information"" document in the attachments section of this notice. Virtual Industry Day - 1-on-1 Sessions with Government: Scheduled for 8 Sep 2023.�The schedule for 1-on-1 Sessions is now full and closed; further requests will not be accepted. Interested parties who requested a 1-on-1 session will receive a private Microsoft Teams invite through email. Interested parties that requested a 1-on-1 session but did not receive an acknowledgement or meeting invite should contact the POC's above. The forums will be open only to parties who submit a request by the due date. Note: Request shall identify whether any information submitted by your company is considered General or Proprietary. General questions/comments, or those not identified as Proprietary, may be discussed during the Open Forum and posted to the System for Award Management (SAM) website. No proprietary information will be discussed in an open forum or posted to SAM. 3. REQUIREMENT SUMMARY: The U. S. Air Force, Air Combat Command, Acquisition Management and Integration Center (AMIC), Langley Air Force Base (AFB) VA, is in the process of determining the acquisition strategy to obtain non-personal services for the operation, maintenance and support of United States Air Forces Central Command (AFCENT) Aviation Command and Control Operations and Maintenance (ACCOM) at 13 locations (Shaw AFB, US; Langley AFB, US; Naval Support Activity, Bahrain; Al Asad Air Base, Iraq; Erbil Air Base, Iraq; Muwaffaq Salti Air Base, Jordan; Ali Al Salem Air Base, Kuwait; Ahmad al-Jaber Air Base, Kuwait; Abdullah Al-Mubarak Air Base, Kuwait; Al Udeid Air Base, Qatar; Prince Sultan Air Base, Saudi Arabia; Al Dhafra Air Base, United Arab Emirates (UAE); and Al Minhad Air Base, UAE) to maximize combat capability. The contractor may be tasked to support additional sites that require ACCOM support within the AFCENT area of responsibility (AOR). The primary places of performance for this contract will be outside of continental United States (OCONUS) at U.S. military bases supporting USCENTCOM�s Area of Responsibility (AOR). Continental United States (CONUS) work is expected to account for approximately 5-10 percent of tasks under the contemplated contract, with OCONUS work making up 90-95 percent of tasks. For CONUS work, the primary places of performance will be Shaw Air Force Base in South Carolina, and Joint Base Langley-Eustis in Virginia. The Government is contemplating entering into a single hybrid Firm-Fixed Price contract with both fixed priced and cost reimbursable line items under FAR Part 15 procedures to allow the flexibility required to operate in the AFCENT AOR. For this requirement, the contractor shall be responsible for Air Traffic Control, Airfield Management, Terminal Instrument Procedures services, and operations, maintenance and repair of equipment as outlined in the Draft PWS. The contractor shall maintain, and repair Government furnished property. Performance will consist of a 90-day Phase-In/Transition period, one (1) year base period (to include Phase-in/Transition period) with six (6), pre-priced, one-year option periods. The Government anticipates making award on or about 22 May 2024, with the Phase-In/Transition period from 1 Jun 2024 to 31 Aug 2024, and base period contract performance to start 01 Sep 2024. The Request for Proposal (RFP) is expected to be released on or about 13 Dec 2023. Please note: This is an estimated posting timeframe, and it is the responsibility of the interested parties to monitor the SAM website for all subsequent postings. 4. The Internet and e-mail shall be used as the primary means of disseminating and exchanging information. Hard copies of documents posted on SAM will not be made available. The Government will provide an email confirmation acknowledging receipt of information submitted. When submitting questions or comments, offerors should provide their company name, address, point of contact, SAM Unique Entity ID, Cage Code, phone number, email address, and business size. If you have difficulty in emailing your response and/or confirmation of receipt is not received, then you are encouraged to contact the Contract Managers above. It is the offeror�s responsibility to monitor the Internet for the release of the final Request for Proposal (RFP) and closing date. To be eligible for contract award, offerors must be registered in the System for Award Management (SAM), which may be found at https://www.sam.gov/. All interested parties are cautioned to ensure that information listed in SAM is current and correct. 5. Provision: 53.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although �proposal� and �offeror� are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
