Description
(i)������� This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation to request for proposals with no issuance of a written solicitation. (ii)������ This Request for Quotation (RFQ) issued via solicitation number 75H70723Q00147. (iii)����� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2023-04. (iv)����� Pursuant to the authority under FAR 19.5, this requirement is a total small business set aside.� If found no small business (veteran owned, veteran-owned disable, woman owned, etc.), then with this same solicitation will consider any Large business once the determination has been made regarding the small business set-aside and the associated NAICS code is 334111 with small business standard of 1,250. (viii)��� The provision at 52.212-1, Instructions to Offerors � Commercial Items (Mar 2023), applies to this acquisition.� Submit quotes on company letterhead stationery, signed and dated, it shall include the following: ���������� 1.��� Solicitation number. ���������� 2.��� Name, address, telephone number of the offeror and email address of the contact person. ���������� 3.��� Technical description of the item being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. ���������� 4.��� Completed Pricing Information and discount terms, if applicable. ���������� 5.��� A completed copy of the representations and certifications at FAR 52.212-3. ���������� 6.��� A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (ix)����� The provision at 52.212-2, Evaluation � Commercial Items (Nov 2021), applies to this solicitation. ���������� a)��� The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Capability (specifications) and (ii) Price; All technical factors other than price, when combined, are more important than price. ���������� b)��� Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). ���������� c)��� A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
