- SECTION A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS Solicitation Number: 36C24223Q1186 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, in conjunction with FAR Part 13, Simplified Acquisition Procedures as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement will be evaluated using the comparative evaluation process outlined in FAR 13.106-2 (b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The combined synopsis/solicitation number is 36C24223Q1186. It is issued as a Request for Quote. The Government anticipates awarding one firm-fixed price purchase order resulting from this solicitation. This is a BRAND NAME ONLY, EXACT PRODUCT requirement. Requested units are limited to brand and manufacturer number (as specified in the line items) to prevent compatibility issues with existing VA owned components. Quote evaluations will be based on Best Value Criteria, in accordance with FAR 52.212-2, and utilizing the evaluation factors of 1.) Price, 2.) Technical Specs., and 3.) Delivery Schedule. Quotes submitted for like items or brands will be dismissed without discussion. This procurement is limited to new equipment only. Used, gray, refurbished or aftermarket equipment will not be considered for this requirement. The Veterans Health Administration prohibits the use of gray/ aftermarket items in their Medical Centers. Gray/ aftermarket items are items outside of the original equipment manufacturer's intended distribution channels. Quotes for other than new, will be deemed non-compliant and will be removed from the competitive range without discussion. Quotes shall be Firm Fixed Price (FFP) and submitted for total requirement; variations/partials will be deemed non-compliant and removed from the competitive range without discussion. This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2023-04 (eff. 06/02/2023) and VAAR Update 2008-36 (eff. 03/22/2023). This requirement is issued Total SDVOSB/VOSB Set-Aside. The North American Industry Classification system number is 333310 with a size standard in number 1,000 Employees, PSC 7320. Place of Performance: Department of Veterans Affairs, Bath VA Medical Center, 76 Veterans Avenue, Bath, NY, 14810-0810. Delivery Schedule/Installation: All equipment shall be delivered by, and installation completed by 60 days from the date of award. DESCRIPTION QTY 1 20-20E Pro Combi Oven/Steamer Alto Shaam 1 EA 2 XP-SVC-START-UP Installation 1 EA SECTION 2: STATEMENT OF WORK (SOW): Contract Title. 1 - Commercial Grade Oven/Steamer Background. One of the current Rational Oven/Steamers in NFS are having increasingly more expensive repair cost and the repairs aren t effective long term. It was recently determined that replacing the current pieces of equipment was more beneficial both fiscally and labor wise than continuing to try and maintain current unit. Objectives: Purchase 1 new brand name Alto-Shaam 20-20E Pro oven/steamers. Initial startup, testing, and staff training in operation of units by qualified instructor. Necessary Features for the Ovens: Boiler less steam generation Closed Eco-Smart System Detachable food probe (mounted internally) Cool Touch 3 triple pane glass door (safety and thermal retention) SafeVent automatic cavity venting system. Retractable front mount rinse hose with integrated backflow prevention Roll in rack must be interchangeable with roll-in Quick chiller and companion holding unit. ProPower Turbo Cooking Feature Steam/convection/combi/retherm modes Must be self-cleaning. Must be ANSI/NSF certified. Must have 20 sheets pan cooking capacity. 5. Specific Tasks: The contractor will be expected to perform initial startup testing and train staff in operation of the ovens. quoted piece of equipment including accessory parts as outlined below: 1 ea. COMBI OVEN, ELECTRIC Alto-Shaam Model No. CTP20-20E Pro 1 ea. XP-SVC START- UP Installation start-up. 1 ea. ECO power 1 ea. 208-240v/50/60/3-ph, 137.6-158.8 amps,49.6-66kw,4/0 AWG, NO cord or plug. 1 ea. Removable single-point temperature probe, standard 1 ea. Alto-Shaam 12 month extended warranty to begin at the end of std. warranty & continue for 12 additional months (net) Deliverables/Deliverable Schedule: The contractor shall deliver to the Warehouse Documentation necessary includes a statement acknowledgement/invoice and receipt of delivery. Estimated Delivery Date: On or before November 20th, 2023. This solicitation is not open for subcontracting opportunities. Submissions shall include any exception(s) and rationale for the exception(s). Quotes received without this statement will be assumed to infer those terms and conditions are acceptable without modification, deletion, or addition. Submissions shall be received NO LATER THAN 5:00 P.M. EST, Tuesday, September 12th, 2023. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
