Description
This Blanket Purchase Agreement (BPA) is issued under Amazon Web Services, Inc.�s (AWS) GSA Multiple Award Schedule (MAS), Contract Number 47QTCA19D000C, SIN 518210C Cloud Computing Services for AWS Commercial, GovCloud regions. It also includes SIN 54151S Information Technology Professional Services (ProServe). AWS Services will be provided under the Infrastructure as a Service (�IaaS�) and Platform as a Service (�PaaS�) sub-categories. The services associate to this BPA are firm fixed price and the BPA has a ceiling of $50M, however, this action does not commit or obligate any funds. The BPA was not competed.� A limited source justification is attached� BACKGROUND Space Launch Delta (SLD) 45 & SLD 30 Cloud Center of Excellence (CCoE) is focused on accelerating Cloud Adoption across the Launch community to support the digital transformation of the legacy Launch and Test Ranges systems and processes into a Spaceport that leverages modern commercial practices with the goal of increasing total launch capacity, agility, responsiveness, security, and resilience. The CCoE is charged with provisioning cloud services to authorized Department of Defense (DoD) consumers based upon their technical and policy requirements, and funding relationships in support of the Launch mission. As the next phase in brokerage operation functions, SLD 45/30 CCoE requires Impact Level (IL4) Controlled Unclassified, IL5 Unclassified National Security Systems (NSS), and IL6 Secret Internet Protocol Router Network (SIPRNet) � SECRET level commercial cloud managed services. The SLD 45/30 CCoE will ensure compliance with the DoD Secure Cloud Computing Architecture (SCCA) Functional Requirements Document (FRD) dated 31 January 2017 and the DoD Cloud Computing Security Requirements Guide (SRG) dated 06 March 2017. The government may choose to leverage cloud service offerings to enhance security capabilities on a case-by-case basis. This will help provide SLD 45/30 CCoE the ability to select the most robust, secure computing environment to conduct research, development, testing and evaluation (RDT&E) and production activities in the future. The SLD 45/30 Commercial Cloud Environments will allow for secure development, testing, staging, and production environments on both the unclassified and classified levels. The cloud environments will enable development and testing to support development, integration, cyber compliance, acceptance testing, training, staging, troubleshooting and production activities. These environments will enable SLD 45/30 to employ security, service delivery and hosting capabilities necessary to effectively support the development, testing, quality assurance, and production needs of the organization. All services delivered will be required to meet Commercial Cloud Service Provider�s (CCSP)-offered Service Level Agreements (SLAs). The Department of Defense Software Modernization Strategy (1 Feb 2022) and the Department of the Air Force Office of the Chief Information Officer (SAF/CN)�has published that accelerating cloud adoption is a critical line of effort. Therefore, most major Space Force and Launch systems will be leveraging the�commercial cloud as it becomes available. The SLD 45/30 CCoE�s Commercial Cloud Brokerage service offers commercial cloud environment management through CCSPs (also referenced as CSP) granted DoD Provisional Authorization (PA) for IL4/5/6 such as AWS, via a franchised cloud brokerage model. The CCSP environment provides a framework for the assessment, migration, and management of existing systems and applications. It works within the Department of the Air Force (DAF), DoD, and Federal policy to ensure full compliance of system and CSP architectures.
