This will be a Cost- Plus-Award-Fee type contract. The Government is in no way obligated to make an award with the estimated ceiling identified.Revealing the cost estimate for the contract does not mean that Offerors should strive to meet themaximum amount; rather, Offerors should propose costs that are appropriate, realistic andreasonable, and in accordance with the proposed approach for achieving results. Cost proposals willbe evaluated as part of a best value determination. USAID/KEA will be using a voluntary down-select mechanism for this acquisition, which means theproposal evaluation process will take place in two phases. Please refer to Section L forinstructions regarding proposal requirements including preparation and submission of requiredproposal content, critical dates/times for the submission of questions, and the proposal submissiondates/times. Failure to comply with the submission deadline will deem submissions as unacceptablefor review or evaluation. Section M states the evaluation criteria by which proposals will beevaluated. Oral explanations or instructions given before award of the contract will not bebinding. USAID requires that offers remain valid for a minimum of 180 days. This RFP in no way obligates USAID to award one or multiple contracts nor does it commit USAID topay any cost incurred in the preparation and submission of a proposal.
