Last Updated: 02/01/22 Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-23-AP-5597 Contracting Activity: Department of Veterans Affairs, VISN 10, Dayton VA Medical Center Engineering department, 4100 W Third St., Dayton, Ohio 45428 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Remove and repair top section of flagpole and repair the cabling system that is used to raise and lower the flag damaged by high winds. Contractor shall cut welds at the second section from the top and reweld top section back together plumb with the lower sections of the pole. Prime and repaint affected areas to match existing sections. Contractor shall repair any damage to grounds due to equipment and work and prep effected areas for reseed. The Dayton VA will reseed the affected area. Estimated cost $26,363.98 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Contractor was the SDVOB service contractor who preformed the design and construction of the flag pole and has specific details pertaining to the specific specifications for this flagpole. Contractor did a site visit to evaluate the damage and has indept knowledge of the design and construction of the flagpole and damages. The Contracting Officer (CO) has determined judicial reasoning exists to award a single-source award to the SDVOSB in accordance with VAAR 819.7008, Sole source awards to verified service-disabled Veteran-owned small businesses. Description of market research conducted and results or statement why it was not conducted: Customer contacted a local supplier for flagpoles and was informed that they do not have the capabilities to scale a flagpole this size as the size of the garrison flagpole is a specialized item. The CO conducted a VetCert search for NAICS code 332323 which resulted in 104 vendors. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
