- Tributary Habitat Program Oregon and Washington IDIQ - Question and Response (omitted questions from Amendment 2) 1. Question: Must each project be accompanied by a PPQ, OR can letters of recommendation, endorsements, CPARS, etc. be used in lieu of PPQs? Response: While not required, submission of PPQs can be beneficial towards evaluation of a contractor's past performance rating. 2. Question: Will PPQs, CPARS, letters of recommendation, endorsements, etc. for projects examples count towards the page limit? Response: Information contained in section 1 of the SF330 may not exceed 75 pages. PPQs should be submitted directly to the Government and would not be part of the SF330. The Government will obtain CPARS ratings from the CPARS database. 3. Question: May projects completed by subconsultants be used as examples, or must they be only from the prime? Response: Subcontractor projects may be included. However, projects provided must have been completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract. 4. Question: Are resumes restricted to just the five listed key roles (Project Manager, Hydraulic Engineer, Geomorphologist, Biologist/Ecologist, and Fisheries Scientist)? Response: Resumes are not restricted to the five key roles listed. 5. Question: Is there a limit to how many resumes may be included in the submission? Response: No. However, as noted, section 1 has a page limit of 75 pages. 6. Question: Are project examples capped at the required five design projects, or can more, non-design project examples be submitted? If more are allowed, what is the maximum number of projects that can be included in Section F? Response: No more than five relevant design projects best demonstrating experience should be submitted. 7. Question: Is a write-up for a completed past project from the previous contract available for review? Response: No. 8. Question: Will the contract include performance criteria in terms of improvement to the fish habitat? Response: No. 9. Question: How much of the shown habitat area is sought to be improved in this project? Response: There is not a spatial (area) target for habitat improvement. 10. Question: Pursuant to the Submission of Qualifications package requirements, item b (page 2 of the RFQ, language provided below). Can the response be provided on a thumb drive, rather than on a CD-ROM? Response: No. 11. Question: In the requirements for (1) Professional Qualifications, can you provide more information on what type of proof the Government seeks to satisfy this requirement. To our knowledge, no permits or licenses are awarded in Oregon, Washington, or Idaho at the firm level. Response: Firms must include the following key personnel: Project Manager, Hydraulic Engineer, Geomorphologist, Biologist/Ecologist, and Fisheries Scientist. Resumes are limited to one page each, single sided and must indicate: professional registration (including registration/certification number), certification, licensure and/or accreditation in appropriate disciplines. Firms must submit proof that they are permitted by law to practice the professions of architecture or engineering as required by FAR 36.601-4(b). If a firm is in a jurisdiction that requires AE firm registration, the firm must provide proof of registration. 12. Question: In the requirements for (2) Specialized Experience, item b., can project information (Section F) be provided under a program or a series of consecutive contracts, or must project information be under one singular contract only? Response: It should demonstrate a single project that the firm completed from development to completion. However, it could have been performed under multiple contracts by that firm. 13. Question: Given the Labor Day holiday, would Reclamation consider an extension for submission? Response: No.
