- 1.0 Background The United States Air Force 31st Contracting Squadron intends to award a sole source Firm-Fixed Price contract under the authority of FAR 13.106-1(b)(1) to HID GLOBAL CORPORATION (UE ID: P62PT7KDP437), 611 Center Ridge DR, Austin, Texas 78753-1013. 2.0 Description� The 31st Security Forces Squadron Intelligence and Investigations Division operates with booking personnel in deployed and austere environments. They require a specific biometric jumpkit in order to execute this duty in the best interest of the Government and in accordance with AFMAN 71-102, Air Force Criminal Indexing and�AFI 31-115, Law & Order Operations. The requirements for this jumpkit include: 1. Guardian Biometric Jumpkit possessing ability to host, utilize, and upload data through LiveScan Management Software � (LSMS) /�MCIO-DFME per AFMAN 71-102 para.�2.2.1.6. 2. Must have small supply kit - utilized to maintain the longevity of the Jumpkit device. 3. Must have electronic signature pad to ensure the suspect/arresting officer closes out documents during the booking of suspect who committed the offense 4. Must have camera to capture the biometrics of the offender. 5. Must have USB hub - is utilized by SFS Investigators to ensure all booking documents are properly transcribed and transfered to the FBI for processing. 6. Must have workstation terminal (laptop) - will be the main source of storage and primary navigating system for all documents. 7. Must have carrying case - for protection of all items in kit 8. Must have rechargeable battery supply - Investigators can charge device and bring on all commercial flights. 9. Must have maintenance warranty for the physical shell of the device.� 10. Must have system warranty for the software on the device.� HID LSMS / MCIO-DFME is a proprietary software system and HID is the only vendor that can upgrade system. The USAF and other DoD agencies use the HID Global LSMS system conduct criminal bookings and utilize in court of law. No solicitation package will be issued. �This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. �All responses must include a vendor�s Unique Entity Identifier (UEI) and must be submitted via e-mail to the Government primary point of contact at stephanie.richey.3@us.af.mil. The e-mail subject line shall include:�FA568223Q8036.�The government will consider responses received by 0800 Hours CET, 11 September 2023. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. �A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. �This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. �No telephone requests will be honored. All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov. Complete SAM registration means a registered Unique Entity ID and CAGE.
