Description
NASA/MSFC awarded the Mechanical Ground Support Equipment in Support of Advanced Telescope for High Energy Astrophysics (ATHENA) contract 80MSFC22CA006 to Moog, Inc. to modify the Center of Curvature Optical Bench (CoCOB) hexapod for a Mirror Positioning System (MPS) for the ATHENA Mirror Assembly Module (MAM) calibration and test campaign, and requires mechanical ground support equipment� (MGSE) motion stages to accurately position the MAM and Charge-Coupled Device (CCD) camera during x-ray performance testing. This synopsis is provided for informational purposes only.� NASA/MSFC intends to award a sole source modification to the ATHENA contract pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c) (1) which implements the authority for U.S.C. 2304(c)(1), for the acquisition of supplies and services from only one responsible source and no other type of supplies or services will satisfy agency requirements.� In accordance with FAR 6.302-1(a)(2)(iii)(A), services may be deemed to be available only from the original source for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency�s requirements. The modification is necessary to allow the software user interface to: Accommodate individual operation of 1) the modified CoCOB and 1 degree of freedom (DOF) stage, 2) the 3-DOF focal plane positioning system, and 3) the focal plane hexapod�without requiring installation of other systems in the chamber; Be capable of communicating with the X-Ray Calibration Facility (XRCF_ network via ethernet so that positioning information can be accessed/transferred when requested by the XRCF data acquisition and control system; and Maintain position information during power outage (> 24VDC) events (such as corona range interrupt) so that the systems� software does not need to be reset and the systems do not need to be re-initialized or re-homed when power is restored. The Government does not intend to acquire a commercial item using FAR Part 12. NASA Clause 1852.215-84, Ombudsman, is applicable.
