Description
SCOPE OF WORK & REVIEW Boundary Surveys Completed by a Private Surveyor August 2, 2023 Data & Products for Review and Approval A draft version of the survey and a legal description shall be provided for review by the U.S. Fish and Wildlife Service (Service) before the final version is approved by the Regional Land Surveyor or designated land surveyor. The following items must be included for review with the draft preliminary survey and legal description: � Copies of all relevant survey information gathered. � Copies of the field book and coordinate data with section breakdowns. � Preliminary copies of all government corner certificates completed while conducting the survey. � A survey report of research performed, evidence found, conflicts that were discovered, analysis of the situation and methods used to establish the final boundaries and monuments. Final products submitted to the Service must include: � Electronic .pdf once the survey is reviewed, approved my USFWS surveyor, and signed by a state licensed land surveyor. � Electronic .pdf of the survey overlaid on an aerial photograph. � A written description (in Word format) of the property based on the survey to be used for conveyance purposes. Preference is to use existing legal descriptions rather than redescribing parcels. (Description examples will be provided to the private surveyor prior to commencement) � Submit a single .zip file that contains an ArcGIS shapefile with the exact tract boundary as surveyed and converted from CAD/DWG (shapefile may contain survey points and or lines). The submitted shapefile should have these file extensions, at minimum: .shp, .dbf., shx,. prj. and be in GCS_WGS_1984 projection. o ArcGIS shapefiles to include: � Western Kontz Unit Boundary � Coordinates for each corner of the parcel � Coordinates of all set pins Survey Specifications & Scope of Work. A survey completed by a private surveyor for intended restoration by the Service, shall comply with the following specifications: 1. Prior to commencing with the survey, there will be a pre-survey meeting with a U.S. Fish and Wildlife representative. Please be sure to contact the Service representative during this step. Ideally this meeting will be on-site, and the boundaries will be discussed, and any specific instructions documented. Notes from this meeting will be documented in the survey report. 2. Survey all property boundaries owned by the Service and provide tract acreage. Acreage must be noted on the survey plat. 2 3. Any trespass or encroachment on the property shall be identified, located, and shown on the survey map of the property, including agricultural, structural, or other uses which may be evidence of possession inconsistent with record ownership. If a boundary conflict is determined, please contact a Service representative. 4. Fences, or other pertinent natural or man-made features that could show potential occupation are to be located and shown on the survey map with perpendicular dimensions from the boundary line to those features. Roads will be labeled by name or number. Tree lines, wetland edges, water edges and other natural features within the tract boundaries are not to be shown on the survey plat unless used as a boundary line or called for in the legal description. 5. Identify, on the plat drawing, the location and dimensions of any easements provided by the Service, any easements uncovered during the course of the survey that affect the subject parcel, and any items or features that are visible and/or apparent in the field that could indicate potential easements or rights affecting the subject tract. 6. Ensure that permanent boundary monuments are in place at all corners, course changes, right of way intersections, and intersections with bodies of water (wetlands not included). If it is not possible or practical to set a monument, reference monuments will be set on the boundary lines at the closest possible location on each side of the computed position and coordinates of where the actual monument lies must be provided. All corner monuments found or set during the course of the current survey will be described with size and type in the field notes and on the survey map. All Public Land Survey System (PLSS) controlling corners will be shown and dimensioned on the survey plat. Where pre-existing monuments are in poor condition or of questionable durability and deemed by the surveyor to be unsuitable for the performance of their intended function, they will be refurbished or replaced with a durable monument. Where monuments are refurbished or replaced, both the pre-existing and new monument will be described in the field notes and on the survey map. 7. The boundary needs to be visibly marked with lath at all corners. Course changes greater than 22.5 degrees will be marked with two pieces of lath, one on each side of the monument, and within 1' of the monument, and along the surveyed line. If a rock pile, stream, access road or other impediment prevents placement as indicated, the lath will be placed as soon as practical but no more than 1' away from the surveyed line and on the surveyed tract. If issues arise, contact Service representative for direction. Lath should be placed along survey lines every 660ft for proper sign placements. Monuments should be buried at a depth of 18� below field surface. 8. The survey plat must be on an 11 x 17 paper size with a 1/4 inch open border on all sides in either landscape or portrait orientation, whichever is deemed more suitable, in multiple sheets if necessary. Required items to be included are: a title block which identifies whether the survey is for a Service fee title or habitat easement acquisition, the Service assigned name and number of all tracts, the combined area of all tracts 3 including access easements, the appropriate county, state, township, range, and principal meridian; a north arrow with a label for the coordinate system it is referenced to, a standard graphic drawing scale with the appropriate units identified. Additionally, the coordinates of at least one controlling PLSS corner monument must be labeled on the survey plat in the referenced coordinate system. 1. During the review process, a Service tract number will be determined. This number will be provided during the Service survey review and added to the survey plat by the private surveyor. 2. During the review process, a site inspection may be conducted to check the location of monuments found or set and to ensure that all possible encroachments, easements, and encumbrances have been shown on the plat of survey. 3. The survey will meet or exceed the minimum requirements of law according to the State in which the work is performed. A boundary survey of the Western section of Kontz. a. All corners of the property described with coordinates. b. Locations of any pins found with coordinates. c. Northwest Corners around private property described. d. The South boundary described. e. If pins are missing: i. Pins need to be set on the corner in the ROW. ii. Pins need to be set on centerline of the road adjacent to the tract boundary.
