- This Presolicitation is an intent to sole source notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. This announcement constitutes the only notice of intent to sole source and synopsis of proposed action. The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 16 intends to negotiate/award a sole-source contract to University of Arkansas for Medical Services, 4301 W. Markham, Little Rock, AR 72205. The contract will be a one-year Base Firm Fixed award. The statutory authority for this non-competitive acquisition is FAR 13.106- 1(b) as implemented by FAR 6.302-1. The North American Industrial Classification System (NAICS) code for this procurement is 541990, with a small business size standard of $19.5 million per year, and the FSC/PSC is R408. The Department of Veterans Affairs intends to solicit and award an Open Market Sole Source Firm Fixed award to provide suicide training services for the Central Arkansas Veterans Health Care System, Little Rock, Arkansas. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED. PURPOSE: The VA is charged with assisting in the prevention of Veteran suicide no matter enrollment status. One Strategy for addressing this responsibility is through the efforts of the Governor s and Mayor s Challenge for the Prevention of Suicide Among Service Members, Veterans, And Their Families. The Governor s Challenged: Arkansas Team has identified the need to educate community emergency department staff members about proven evidence-based practices used for Veterans in the Veterans Healthcare System. This approach is further supported through previous work of Dr(s) Waliski, Wilson, and Thompson indicating that staff are interested it assisting Veterans in suicidal risk but were requesting to be trained in skills to do so. SCOPE: Drs. Wilson and Thompson have been working for the VA Empowering Veterans Project for two years by assisting in the program development and evaluation. They have been conducting focus groups with community emergency department staff and when complete the findings will inform a state-wide survey of emergency department providers to determine practices for identifying suicide risk, identification of military history, and how this information is utilized to improve care and referral practices. For the FY24 fiscal year, Dr. Wilson and Thompson will further expand the project by determining the feasibility, accessibility, and acceptability of providing on-line education opportunities to emergency staff as a method to promote suicide prevention among Veterans. PERIOD OF PERFORMANCE: The contract Period of Performance will be one year from the date of award with a requested start date of September 15, 2023. GENERAL REQUIREMENTS: UAMS will recruit participants and collect data to determine the feasibility, accessibility, and acceptability of on-line education opportunities to emergency staff as a method to promote suicide prevention among Veterans.
