- VETERANS AFFAIRS SEEKING SPACE FOR CLINICAL USE Huntingdon County, PA | Pre-Solicitation Synopsis The U.S. Department of Veterans Affairs Seeks Interest for 20,162 Rentable / 14,935 Net Usable Square Feet of Community Based Outpatient Clinic Space in Huntingdon County, PA. Notice: This is a pre-solicitation notice for solicitation number 36C24423R0004, lease number 36C24423L0004. The Government expects to release a full and open competition Request for Lease Proposals (RLP) within the next 10 days. The Government will not pay for any costs incurred because of this advertisement. Contracting Office Address: Department of Veterans Affairs (VA), Leasing and Specialized, Network 4 Contracting Office (NCO 4), 1111 East End Boulevard, Wilkes-Barre, PA 18711. Description of Requirement: The James E. Van Zandt VA Medical Center, Altoona, PA, intends to solicit for up to 14,935 Net Usable Square Feet (NUSF) of leased space for a Community Based Outpatient Clinic (CBOC) located within delineated area listed below. Space requirement includes a contiguous space preferably all on the first floor compliant with ADA (Americans with Disabilities Act) accessibility and VA Barrier-Free Design Standard and Architectural Barriers Act Accessibility Standards (ABAAS), meet VA Guidelines for IT security, and have no less than 100 parking spaces to include ADA spaces as required to meet the accessibility standards listed above. Space must accommodate PACT (Patient Aligned Care Team) space model https://www.cfm.va.gov/til/Prototype/CBOC/CBOCPrototype-05-Layouts.pdf . See attached Space Requirement for an estimate of needed rooms/space. The anticipated lease will be a full-service lease, this means all utilities, taxes, security, telephone, janitorial and all-season landscape, snow removal, and any other operating and maintenance costs are included in the rental cost. Lease Term: The anticipated lease term is a firm term of 10 years, and additional soft term of five (5) years for a total lease term of 15 years. Soft meaning Government has the right to terminate the Lease after a specified notification time period during the soft term. Delineated Area: Huntingdon County, PA. The space must be in or abounding the delineated area. Delineated Area Map North Starting at Rt 4014 and Barree Rd. (4004); take Barree Rd. to PA 305 (Juanita Valley Pike), continue on PA 305 (now King St.), continue on PA 305 (now Shavers Creek Rd.), continue on PA 305 (now Greenwood Rd.) to PA 655 (in Belleville). East Starting at PA 305 (Greenwood Rd.) and PA 655 (in Belleville); take PA 655 (E Main St.) to US 322 to Ferguson Valley Rd. which turns into Furnace Rd. to Water St. to John St. to PA 103, continue on PA 103 (Beacon Lodge Rd.) to US 522 (Croghan Pike). South Starting at PA 103 (Beacon Lodge Rd.) and US 522 (Croghan Pike); take US 522 (Croghan Pike) to E. Shirley St. to N. Jefferson St. to US 22 to Snyders Run Rd. West Starting at US 22 and Snyders Run Rd.; take Snyders Run Rd. to Lonesome Dr. to Leffard s Bench Rd. to Piney Ridge Rd. to Orchard Rd. to Turkey Farm Rd. to Station Rd. to Raystown Rd. (26) to Hartslog Valley Rd. (SR 3039) to Sipes Rd. to Old Route 22 to Loop Rd. (T616) to Logging Rd. (31046), turns into Loop Rd. (again) to US 22 to Logging Rd. (31101), turns into Rt 4014 to Barree Rd. Additional Requirements: Space will not be within a 100-year flood plain. Space within the 100-year flood plain would only be considered if no space was available outside the 100-year flood plain. If applicable, historical property should be identified for consideration. If applicable, socioeconomic classification should be identified for consideration. Spaces may not be considered if they have the following features: Bifurcated sites, inclusive of parking. The following space configurations may not be considered: Space with atriums or other areas interrupting contiguous space, extremely long or narrow runs of space (more than twice as long as wide), irregularly shaped space configurations or other unusual building features adversely affecting usage. Offered space may not be considered if located in close proximity property with incompatible uses, including but not limited to the following uses: liquor establishments, treatment centers, correctional facilities, where firearms are sold/discharged, railroad tracks, or within flight paths. Space may not be considered where apartment space or other living quarters are located within the same building. Attention SDVOSB/VOSB: The NAICS Code for this procurement is 531120 Lessors of Nonresidential Buildings, and the small business size standard is $47 million. Responses to this notice will assist VA in determining if the acquisition should be set-aside for competition and restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. SDVOSB, VOSB, and Small Business firms are invited to provide information to confirm socio-economic status.
