Description
Veterans Health Administration, Network Contracting Office 5, is issuing this request for information/sources sought notice in order to identify entities that have the resources and capabilities to provide Employee Assistance Program (EAP) services for the Louis A. Johnson VA Medical Center, located in north-central West Virginia. Description of Work Contractor will provide counseling and other assistance for VAMC employees (approximate number of employees is 1,100) and their eligible family members in need of counseling to address any emotional or behavioral problems which may have an adverse effect on job performance or behavior the type of problems typically addressed by the EAP include but are not limited to emotional, alcohol/ drug-related, family/relationship problems, grief, and the impact of chronic illness. Employees will be offered up to eight confidential EAP visits for assessment, short-term problem solving, referral if needed, and follow-up services. Eligible family members may also receive services regardless of whether or not the employee is a client of the EAP. Contractor will also provide the VAMC with EAP promotional materials (e.g., brochures, wallet cards, posters, etc.) and statistical reports. Technical Qualifications Contractor s EAP counselors must be licensed/certified counselors who hold a minimum of a master's degree and have a current state license or state certification to practice as a mental health practitioner in West Virginia. Interested & Capable Responses NCO 5 is seeking responses from entities that are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services. Please respond with your: 1. Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), and person of contact (including telephone number & email address). 2. Capability statement and summary of previous experience providing EAP services for the Veterans Health Administration or other Federal agencies. 3. Ballpark cost estimate of what the Louis A. Johnson VAMC could expect to pay your company a year to perform the services described above. Responses must be submitted by 11:00 AM Eastern on September 14, 2023. Responses to the information requested above must be submitted via email to james.whisner@va.gov. This request for information/sources sought notice is for planning purposes ONLY. The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice.
