SOURCES SOUGHT ANNOUNCEMENT NO. W9128F23SM0030 CONSTRUCTION MANAGEMENT SERVICES This is a SOURCES SOUGHT ANNOUNCEMENT FOR ACQUISITION PLANNING PURPOSES ONLY AND IS NOT A PRE-SOLICITATION NOTICE OR SOLICITATION ISSUANCE. Response to this sources sought is strictly voluntary and will not affect any business's ability to submit an offer should a solicitation be released. There is no solicitation document associated with this announcement; this is not a request for proposal (RFP). The requested information is for acquisition planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. This sources sought constitutes a market research tool for the collection and analysis of information to determine capabilities and capacity of interested contractors. The Omaha District, U. S. Army Corps of Engineers is seeking information from interested, qualified Small Business Community (SBC) members (for example, Small Businesses (SB), 8(a), HUBZone, Small Disadvantaged Businesses (SDB), Service Disable Veteran Owned Small Businesses (SDVOSB), Women Owned Small Businesses (WOSB), as well as Other-Than-Small Businesses (OTSB) that are capable of providing services under North American Industrial Classification System (NAICS) code 541330 � Engineering Services, which has a small business size standard of $25.5M in annual average gross receipts over the past three (3) years. All qualified, interested, capable firms are highly encouraged to respond to this sources sought announcement. Prior Government contract work is not a prerequisite for submitting a response to this sources sought synopsis. SCOPE OF REQUIREMENT The U.S. Army Corps of Engineers (USACE), Omaha District (NWO) intends to pursue award of one or more Construction Management Services Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract(s) in support of the U.S. Air Force�s LGM-35A Sentinel Weapon System (https://www.afnwc.af.mil/Weapon-Systems/Sentinel-ICBM-LGM-35A/), formerly known as Ground Based Strategic Detergent (GBSD), in addition to support of the USACE Rapid Response and Fuels POL-MCX missions. It is anticipated that a preponderance of work performed will be in support of Sentinel Weapons System. The resulting contract(s) may also support other Department of Defense agencies, Defense Logistics Agency, Federal Emergency Management Agency, Environmental Protection Agency, and other federal and local agencies. Construction Management Services will be performed primarily within the military and civil work boundaries of Northwestern Division (NWD), U.S. Army Corps of Engineers (USACE), which includes the states of WA, OR, ID, NV, UT, MT, WY, CO, ND, SD, NE, KS, IA, MO, MN and WI. An NWD boundaries map can be viewed at http://www.nwd.usace.army.mil/Locations.aspx. Rapid Response and Fuels POL-MCX work may be performed anywhere within CONUS, Alaska, Hawaii, and U.S. outlying areas. Scope of Work will primarily consist of onsite construction management service staff augmentation. This includes, but is not limited to, support of: pre-construction conferences and mutual understanding meetings (to include attendance); review of contractor submittals/Request for Information (RFI)/shop�drawings/serial letters (to include recommendations regarding appropriate responses); development of�Government safety and quality assurance plans for construction contracts; contractor safety and quality control surveillance support of both onsite activities and offsite fabrication; documentation of daily on site�activities utilizing Daily Quality Assurance Reports in the Resident Management System (RMS), the�Kahua Construction Project Management software, or other similar construction management software;�participation and documentation of the Three Phase Quality Control Inspection Process; providing�assistance in reviewing/analyzing/and documenting contractor Requests for Equitable Adjustments�(REAs)/Modifications/claims; development and evaluation of Government recovery plans when�construction contracts have been impacted by delays; review of contractor�s baseline schedules, updates,�and revisions, and development of schedules for new projects requiring changes; providing assistance in�development of Government�s Independent Government Estimate (IGE) and pre/post negotiation�memorandums; providing assistance in analysis and trade off of contractors Value Engineering Proposal�to the Government; providing assistance in developing requests for contractor proposals; providing�assistance in preparation of basic change documents for pending contract changes; review of contractor�as-built drawings for field offices; recording findings during scheduled warranty inspections. TYPES OF CONTRACTS The Government intends to procure contracts in accordance with Federal Acquisition Regulation (FAR)�Part 15 and will not be procured under FAR Part 36.6. It is projected that each contract awarded may�have an ordering period of seven (7) years from the date of award, via some combination of base and�option years (for example, a four-year base plus one (1) three-year option period). The number of RFPs�and dollar capacity to be awarded has yet to be determined. Task orders will be firm-fixed-price. Task�orders may range from approximately $1,000,000 to $50,000,000. Contractors who currently provide, or will provide, construction or design services to Sentinel�contractors, or plan to do so, will most likely not be eligible for awards due to conflict of interest concerns�in accordance with FAR Part 9. The conflict of interest concerns may also apply to other programs that�use this potential contract in accordance with FAR Part 9. SUBMISSIONS/RESPONSES Responses to this Sources Sought Announcement shall be submitted via a single PDF document and�should address items (1) through (10), below. (1) Firm name, address, point of contact, phone number and e-mail address. (2) Firm UEID Number and CAGE Code. (3) Firm business size in relation to NAICS code 541330 � Engineering Services, which has a small�business size standard of $25.5M in annual average gross receipts over the past three (3) years. (4) Locations in which your company normally performs work and locations in which your company�would be likely to compete for work under the proposed MATOC. You may select one or more of the�following geographies: NWD boundaries (as defined above), SPD boundaries (as defined above), SWD�boundaries (as defined above), any or all of the Contiguous 48 states, Alaska, Hawaii, Puerto Rico,�Northern Mariana Islands, American Samoa, Guam, U.S. Virgin Islands, and/or U.S. Outlying Islands (as�defined by FAR Part 2, Subpart 2.1) At a minimum, the company responding must be able to perform�work within the NWD boundaries. (5) Experience (within the past 7 years): Describe your company�s capabilities, effectiveness, and history in performing services to the Government of the construction management services described above. Submissions may include, but are not limited to, past/current project narratives, capability statements, project portfolios, corporate advertisements, and historical records. When describing projects, please include the NAICS under which the contract was awarded, customer point of contact information, dates, durations, and project values. (6) Remote Location Experience (within the past 7 years). Describe your company�s capabilities, effectiveness, and history in providing construction management services in �remote� locations (low population locations, typically distant from major urban centers, which have limited housing, little or no infrastructure, and few local sources for materials; an example would be the Sandhills of Nebraska). How would your firm handle temporary housing and support facilities, should they be tasked to perform work in a remote location? (7) Security Clearances: Has your company performed construction management services which required security clearances (at any level)? If so, which level? Does your firm have an active DD254 with the ability to employ personnel with security clearances and the ability to access classified material? If so, what classification level? (8) Capacity to accomplish the work. Provide examples that demonstrate your company�s capability and capacity to perform services on multiple large ($5M+) construction management services task orders awarded concurrently. How will your company accommodate large construction management services task orders in multiple locations? Does your firm have experience doing so? Be specific regarding dollar amounts, position titles and quantities of personnel which your company has available to support these requirements and to adhere to required schedules. Examples should be within the past 7 years. (9) Is your company currently or planning to perform any construction or design activities for the Air Force or their contractors related to the Sentinel program*? Yes or No NOTE: Cover letters and extraneous materials are NOT desired. Materials, documents, web links, etc., incorporated by reference in responses will not be reviewed by the Government.
