- Sources Sought: Bowl Temperature Control System (BTCS) This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The Naval Surface Warfare Center Indian Head Division (NSWC IHD) is seeking potential sources with technical expertise, experience, capability, and resources to design, fabricate, install, and test a system to control the temperature of fluid traveling through the heat transfer jacket of a 420-gallon bowl at NSWC IHD.� This Bowl Temperature Control System (BTCS) will meet the following technical requirements: Capable of heating an empty 420-gallon bowl in Building 1881 from 70 degrees Fahrenheit to 180 degrees Fahrenheit in less than 30 minutes Capable of cooling an empty 420-gallon bowl in Building 1881 from 180 degrees Fahrenheit to 70 degrees Fahrenheit in less than 90 minutes Heat transfer requirements shall be met with a mixture of distilled or deionized water and Dowfrost HD propylene glycol-based heat transfer fluid or equivalent as the fluid pumped through the 420-gallon bowl jacket The concentration of glycol shall be such that the freezing point is no greater than 0 degrees Fahrenheit The pressure of the fluid pumped through the bowl jacket shall not exceed 80 psi All piping and instruments shall be specified and sized to resist corrosion and scaling for at least 20 years Programmable Logic Controller (PLC), networking equipment, and Human Machine Interface (HMI) shall be fully capable of interfacing with a remote Allen-Bradley PLC. All heat transfer piping (hot or cold) shall be insulated In addition to the aforementioned technical requirements, the contractor will work closely with NSWC IHD to manage the lifecycle of the project.� Please provide a response if you are able to meet the following additional requirements (please check box): ?Schedule and host progress status meetings ?Perform design analysis to justify design based on requirements provided by NSWCIHD ?Write factory and site test plans, perform testing, and write test reports based on results ?Train maintenance personnel at NSWCIHD to properly operate and maintain the BTCS ?Provide a complete assembly drawing with bill of materials ?Provide PFD drawings of the system ?Provide P&ID drawings of the system ?Provide electrical drawings to include control panel layout, power distribution, I/O module wiring diagrams, and network diagrams ?Provide an I/O List that includes instrument tags, PLC addresses, signal types, and I/O types for all I/O points ?Provide Specification forms for all equipment including but not limited to pumps, motors, control valves, transmitters, sensors, and switches ?Provide a Control System Narrative ?Provide Location Plans for the Heat Transfer Skid, Chillers, and Instrumentation ?Provide Installation Details for the Heat Transfer Skid, Chillers, and Instrumentation ?Provide a complete operation and maintenance manual ?Provide any design calculations, methodologies, and results used to calculate system performance ?Provide FAT and SAT plans and results ?Provide requirements traceability matrix ?Provide a Bill of Materials for all drawings ?All design decisions leading to important design activities, must be supported by an appropriate calculation, which may be required for verification and justification.
