Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-04. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 333998 applies to this solicitation; business size standard is 700 employees. The Contracting Officer reserves the right to award under a different NAICS if the company would qualify as a small business under the solicited NAICS. The following is needed: The 126th Air Refueling Wing has a requirement for a Dry Ice Blaster station with all relevant equipment, installation, and training to produce a turnkey setup: dry ice blaster, dry ice production, blast cabinet, and air compressor system. The system is to be used for removing paint from aircraft parts. System requirements include: Capable of operating uninterrupted for one (1) hour. Hose length of at least 25ft Compressor with a ?30hp powerplant and ?200 CFM output Refrigerated dryer must be capable of matching the output of the compressor The following equipment models are listed due to being previously confirmed by the Aircraft Structural Maintenance Flight to meet the intended function and capacity demands and to give potential offerors a clearer picture of what the 126th is seeking in terms of scope. However, this is NOT a brand name requirement and the listed brands/models will NOT be given priority in evaluations. HOWEVER, THE 126th ARW HAS DETERMINED THIS TO BE A HIGH PRIORITY REQUIREMENT WITH A HIGH PROBABILITY THAT THE CONTRACT WILL NOT BE CANCELLED. NO CONTRACT AWARD WILL BE MADE UNTIL APPROPRIATED FUNDS ARE MADE AVAILABLE. Preparing and Submitting your Quote: Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include country of manufacture for all items. Include feasible delivery dates. Preferred CLIN structure: CLIN0001: Dry Ice Blaster- 1 ea. CLIN0002: Dry Ice Maker- 1 ea. CLIN0003: Blast Cabinet- 1 ea. CLIN0004: Compressor- 1 ea. CLIN0005: Refrigerated Dryer- 1 ea. CLIN0006: Coalescing Filter- 1 ea. CLIN0007: Installation Services- 1 job (maybe training on the system as well) All questions and quotes must be directed to 126 Contracting Officer via email at 126.ARW.MSC.Org@us.af.mil. Questions asked within 1 week of solicitation close will be answered at the discretion of the Contracting Officer. Please make quotes good for 30 days, if possible. Emailed quotes are preferred. Late quotes may be rejected at the Contracting Officer�s discretion. Place the solicitation number in the subject line of any email. Evaluation: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, and past performance. The technical rating will be basted on paint stiping ability and convenience. All solicitation specifications are not absolute and the 126 ARW will consider innovative solutions to this requirement. Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Be sure to submit/attach enough additional information to enable the Government to fully ascertain the specifications/capabilities of any products quoted. The government will seek 3rd party consumer reviews of quoted items to determine technical ratings. GOVERNMENT INTENDS TO ISSUE ONE (1) CONTRACT BUT RESERVES THE RIGHT TO CONSIDER PARTIAL OR MULTIPLE AWARDS. If not already registered in SAM, go to WWW.SAM.GOV to register prior to submitting quote.
