- The United States Air Force, AFLCMC/PZIBB, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source contract for informational purposes only. The Nation�s Space Intelligence center has a requirement to Provide unclassified/open-source research and analysis on key intelligence questions identified by customer Principal Intelligence Analysts. These student teams will evaluate the customer�s proposed intelligence topics and develop research and analysis strategies and a Terms of Reference for each topic. Topics will generally focus on identifying one or more of the following: foreign plans, programs, capabilities, forecasts, strategy, doctrine, intent, perceptions, reactions, redlines, thresholds for escalation, relative to identified US DoD, civil and/or commercial capabilities, institutions, published plans and programs. They will be utilizing open-source research/collection methods and tradecraft including the capability to properly conduct managed attribution. These Open sources shall include international media outlets. Methodologies: Utilizing a variety of structured analytic techniques, produce estimative intelligence products and briefings to meet the needs of customers. Assessed indicators will include political, social, technological, and economic factors. The contractor will include a full list of all sources utilized for analysis products. Assemble written product and briefing materials utilizing standard intelligence production methods. Participants will be current on Intelligence Oversight Training, and research will be conducted in accordance with DODM 5240.1. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 611699 � All Other Miscellaneous Schools and Instruction. Business size standard: $16.5 million. The proposed source is Mercyhurst University. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 1:00 pm Eastern Daylight Time, 15 September 2023. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: This procurement will be awarded on a sole source basis to PAC, which is a large business. Market Research was conducted, and it was determined that no other sources can provide a Service that can meet the full list of Laboratory requirements. This acquisition will not be a small business set aside since two or more small businesses cannot provide this requirement. The Department of Defense (DOD) has determined the System for Award Management (SAM) to be the single DOD registration for contractors who conduct business or who are interested in conducting business with the DOD.
