Description

The U.S. Army Contracting Command - Aberdeen Proving Ground - Natick Division on behalf of the U.S. Army Combat Capabilities Development Command - Solider Center (DEVCOM-SC), intends to award on a brand name, sole source basis under FAR 13.106-1(b)(1)), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements; a Firm Fixed Price contract is being sought with OCLC, Inc. for their OCLC Catalog Library Subscription. This subscription can only be provided by OCLC, Inc., as they have unique capabilities that provide scientists cataloging and metadata tools that are needed to effectively manage physical and electronic resources. Their automated metadata services and industry partnerships eliminate redundant steps, saving time and money for our researchers, and do not offer it through any third-party retailer. Natick Contracting Division anticipates awarding this contract to OCLC, Inc., 6565 Kilgour Place, Dublin, OH, 43017, United States. This is not a request for quotes. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract is based solely within the discretion of the Contracting Officer. The North American Industry Classification System (NAICS) code is 519210.
