- Please see the following RFI s for SPD AHU Replacement, Salisbury VAMC Solicitation# 36C24623Q1012: How long can the unit be down to change this out? Over a weekend about 48 hours. What is the insulation specification for duct and piping? Same as existing What is the controls sequence for this AHU? Maintain a temp of 55 degrees. Please provide a specification on the AHU to include the performance specifications for the unit. Per the MCP for SPD they require positive air flow, humidity between 20-30%, temperature between 66-76 degrees Fahrenheit, and 4 ACH (air changes per hour) Will the new unit be hooked to the existing electrical disconnect or VFD? yes Will a new duct smoke detector be required to be installed? No If so, how many and what location? Please provide a piping specification. Same as existing Please provide a steam trap specification. It is our understanding that the VA now only uses forged steel steam traps. yes Is test and balance required? yes Is pre demolition test and balance required? Not required With the lead time for AHU s at 52 weeks in many cases the duration of this project is not possible. Contracting question Please provide a more generic requirement on the AHU. A cut sheet of a unit vendor seems to show favoritism to a certain vendor. Contracting question What are the days of the week and work hours this work can be performed? 7am-5pm Monday -Friday and weekends and/or after hours as needed. Is the buy American act applicable to this solicitation? Contracting question Please provide as-built drawings of the AHU, piping, and duct. The unit that is there now we installed as a temporary unit so we don t have as built drawing. We can provide the following: Steam supply is 2 , steam return is 2 , condensate is 1 ¼ , CW supply is 1 ½ , CW return is 1 ½ , power is 200/60/3. Will ECM motors be accepted? yes The stated COVID-19 requirements in the solicitation include contractor s release of employees medical information. Contractors are not permitted by law to disclose medical records of its employees, including vaccines. The requirement also states that mandatory COVID-19 screenings are being enforced at the VAMC entrances, however, it is our experience that those have ceased. Previous COVID-19 requirements permitted the Contractor to certify compliance rather than providing employee medical information. Given the President s proclamation that the COVID-19 pandemic is over, and the known changes in VA processes, please clarify the VA s current COVID-19 requirements, if any, and the method by which the Contractor may comply absent revealing employee medical information. This requirement is now over. Will the hydronic piping be sized the same as the coil connection sizes shown on the product drawing? 2 Steam piping inlet and 2 Condensate Return outlet in two coils (Steam coil + Combination coil)? 1-1/2 Chilled water supply and return piping? yes Can you provide a coil connection detail for all three coils? yes Can our on-site superintendent also serve as SSHO and CQC manager? Contracting question Will Commissioning be required and if so, will the VA hire the Commissioning Agent directly or will the contractor be responsible? Contractor will be responsible. Can you please provide the crane set up location? Will be discussed after award of contract. Can you please provide site access? Access will be provided. Can you please provide working hours? 7am-5pm Monday -Friday and weekends and/or after hours as needed. Can you please provide the brand of controls will be applied to the new AHU> Schneider Electric Will Delta Controls be an acceptable brand? No, Schneider Electric
