********Amendment 0001 09/11/2023****** The purpose of this amendment is to respond to industry questions relative to the Consolidated Agency Technology Transfer Services (CATTS) Request for Proposal (RFP). �Attachment A, Responses to Industry RFP Questions, provides responses to questions and comments provided by industry.� ******************************************************************************************* You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) CATTS solicitation. The principal purpose of this requirement is to provide technology transfer support services for the Space Technology Mission Directorate (STMD) Technology Transfer Program (T2P). The contractor will provide program support for T2P via consolidated Headquarters (HQ), Marshall Space Flight Center (MSFC), and Stennis Space Center (SSC) service requirements, with the additional ability to support T2P services via indefinite-delivery, indefinite-quantity (IDIQ) task orders at the remaining NASA field centers under the CATTS enterprise contract. NASA is conducting this acquisition as a HUBZone set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 541990- All Other Professional, Scientific, and Technical Services and the small business size standard is $19.5 million. This competitive acquisition will result in a firm-fixed-price (FFP) mission core requirement with the ability to issue FFP task orders via IDIQ. The contract will have a one-year base period and four one-year option periods. This competitive acquisition will be conducted in accordance with FAR Part 15 and NFS Part 1815.� Evaluation of offers will be conducted in accordance with NFS Subpart 1815.370, NASA Source Evaluation Boards. Potential offerors should ensure its company is listed in the online database(s) for the following: System for award management: https://www.sam.gov/SAM/ (In accordance with FAR 4.1103(a) offerors shall be registered in SAM at the time the offer [i.e., proposal] is submitted) U.S. Department of Labor Veterans� Employment and Training Service, VETS-4212 Reports: https://vets4212.dol.gov/vets4212/ Date Universal Numbering System (and the transition to the US Government�s unique entity identifier (UEI)): https://www.gsa.gov/about-us/organization/federal-acquisition-service/office-of-systems-management/integrated-award-environment-iae/iae-information-kit/unique-entity-identifier-update The successful offeror must pass an Equal Employment Opportunity (EEO) clearance before contract award (See FAR 22.805). The anticipated contract award date is March 8, 2024, with an April 1, 2024, contract effective date. The contract will be performed primarily virtually/remotely through collaboration tools (e.g., Microsoft Teams, Webex) and does not require onsite presence at NASA Headquarters and field centers, including component and technical supporting facilities, except for the personnel supporting PWS 5.0, Export Control, supporting the MSFC Export Control Office. These positions have a locality requirement for the Huntsville, Alabama commuting area, along with an onsite requirement, as requested by the NASA customer. The current expectation is two to three onsite days per week, yet that may fluctuate. Remaining workdays will be performed via remote work. Dedicated office space will be provided for these positions. Dedicated office space will not be provided at other NASA centers unless the center requests onsite IDIQ support. If center-specific requests for onsite IDIQ performance are received, they will be processed via task order. The following additional information is provided to assist in understanding this acquisition: A thirty (30) day Phase-in period will be conducted and will be established via separate FFP CLIN. The Government will make available Government-Furnished Property (GFP) for offsite use as described in the RFP. NASA MSFC appreciates the comments received in response the release of the Draft RFP.� These comments resulted in improvements to the quality and content of the overall RFP.� Offerors should review the RFP in its entirety, as its content has changed from the Draft RFP version.� Attachment A, Summary of Changes Between Draft and Final Solicitation, identifies areas where changes have been made from the Draft RFP to this final RFP, in addition to changes that may not have been addressed in the Industry Draft RFP questions and responses. Be advised, in accordance with provision Factor III � Past Performance Volume Instructions, offerors need to encourage their references to submit their Past Performance Questionnaire directly to the contract specialist prior to proposal due date. Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal. Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, and any amendments will be attainable electronically from the World Wide Web through the Government-wide point of entry website at https://www.sam.gov/SAM/. Potential Offerors are requested to periodically monitor the websites for updates. NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. This RFP does not commit NASA MSFC to pay any proposal preparation costs, nor does it obligate NASA MSFC to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation. Proposals for this solicitation shall be due no later than 09/28/2023, 2:00 p.m., Central Time. Proposals for this solicitation are required to be submitted through NASA�s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Potential offerors, especially those that have not previously submitted a proposal utilizing NASA�s EFSS Box, are encouraged to review the solicitation instruction entitled �Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA�s EFSS Box� which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA�s EFSS Box. In accordance with NFS 1815.201(f), a �Blackout Notice� has been issued to NASA personnel.� All inquiries/communications pertaining to this acquisition shall be directed only to the contracting officer listed below.
