- 8(a) SMALL BUSINESS SET-ASIDE. Only eligible 8(a) SBA certified small businesses are eligible to participate in this opportunity. See SBA.gov for details regarding eligibility and certification. This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only notice. The National Library of Medicine Office of Acquisition solicitation number is 75N97023R00011 and is issued as a Request for Proposal (RFP) under FAR Part 12 Acquisition of Commercial Items, in conjunction with FAR Part 13.5 and Part 19.8. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations 2023-05. The Government anticipates awarding one Labor Hour contract to the 8(a) Offeror that demonstrates the best value to the Government. The mission of the National Library of Medicine is to enable biomedical research, support health care and public health, and promote healthy behavior by: Acquiring, organizing, preserving, and providing free online access to scholarly biomedical literature from around the world. To support its mission, the Library assembled one of the largest collections of biomedical literature in the world and continues to collect in some forty biomedical areas. The purpose for this requirement is to procure professional and technical librarian services to include shelving and re-shelving collection items; retrieving library materials for use by patrons; preparing and shipping items for commercial binding and reviewing newly bound volumes; maintaining collections; support reformatting of collection materials; and using a library services platform, currently Alma to support the Library operations. The Contractor shall provide all personnel, management and support, and other items and services, not identified as Government-Furnished, necessary to perform the requirement of the Statement of Work as described in and attached to the RFP. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 519210 Libraries and Archives. The anticipated period of performance for any contract awarded from this RFP shall consist of a 12-month base period of performance and two, 12-month option periods. Options are not guaranteed. Exercise of Options is at the Government's discretion. The anticipated date of award is on or before 9/28/2023. All eligible offers may submit a proposal, which if timely, shall be considered for review in accordance with the RFP. All proposals must be submitted by 18 September 2023, 12:00pm Eastern local time. See the attached solicitation for specific instructions on terms and conditions and how proposal shall be submitted. Review the attached RFP for specifics regarding proposal preparation and submission.
