- 36C24623B0061 Renovation of Welcome Center Amendment 0001 - Responses to Vendor Questions The solicitation states that the bid package must include Attachment A(Base Bid Cost Breakdown Worksheet). Please Provide. Response: The requirement for submitting Attachment A (Base Bid Cost Breakdown Worksheet) is hereby removed from the Instructions to Offerors. It is not required. We ask that electronic delivery of bids be accepted in lieu of hand delivery as currently indicated in the Solicitation. Electronic delivery is the typical process used on other VA projects which eliminates unnecessary travel costs for GC s and helps eliminate mistakes in proposals due to last minute price changes which are common. Other unknown factors such as cell phone service and traffic conditions may also have a negative impact on hand delivery. If electronic delivery is not acceptable can the bids be delivered to the VA where the project is being completed in lieu of Virginia. Response: There is no change to the Instructions to Offerors regarding delivery of bids or the bid opening. Upon review of the specs and drawings, what is the integral base height for the Resinous/Epoxy Flooring to be installed in room B86? Response: Height is to be 4 AFF. Floor type is to be Sherwin Williams Topfloor MER 1, Color: Steel Gray (54). Drawing T-003 states in Bullet 12: Cat 6A jacks shall be the same manufacturer as the patch panels. Jack colors shall be black in telecommunications rooms and white at the end user. And Bullet 15 states: Utilize angled 48 port modular (Leviton quickport preferred) patch panels and label them A 1-48, B 1-48, C 1-48, etc. Who provides the Angled Cat 6A patch panels? Response: CAT 6A patch panels to be provided by the Construction Contractor. Is there a need for a rack or relay rack of any sort for the patch panels? Response: The Construction Contractor shall provide the following for this project: (1) 4-POST TELECOMMUNICATIONS 45RU CHANNEL RACK (1) 2RU FIBER ENCLOSURE. (1) ZONE POWER DISTRIBUTION UNIT: ZPDU. (2) VERTICAL RACK POWER DISTRIBUTION UNIT (RPDU): (1) RACK MOUNTED 5KW UNINTERRUPTIBLE POWER SUPPLY (UPS) This will require delegated design by the contractor for site layout and installation. The location for the new rack shall be determined by the VA, but shall be in the basement of either A or B-Wing area. Specification 013526, Article 1.7.C states that, the SSHO has to be a separate qualified individual from the Contractor s Superintendent and/or Quality Control Manager . Can the prime contractor s Site Superintendent fulfill the role of the SSHO, so long as they are qualified and can successfully fulfill the outlined requirements for both positions? Response: The SSHO shall be a separate person and cannot be the site superintendent. If the Superintendent cannot also fulfill the SSHO position, can two supervisors fulfill the roles of Site Superintendent, SSHO, and CQC System Manager positions? Response: No. Where may laydown/storage areas be available? Is there a preferred location for the dumpster as well as a construction compound? Response: Refer to drawing CS101 that indicates area the VA facility can guarantee to be turned over to the GC after award. Any additional required space needed by the construction contractor for laydown and mobilization space will be discussed and approved per a contractor submitted mobilization plan. For purposes of pre-bid the facility has some areas more remote to utilize for mobilization. If space available on this station is not adequate for the contractor, the contractor must find additional space off site and at no additional cost to the government. Is temporary power available for a Construction Trailer at the laydown/storage area? Response: The project area will have power available, but the VA will not guarantee its sufficient or adequate for all the contractors needs. The VA will provide any available power at no additional cost. This power must be metered by the contractor for any available power. The VA cannot guarantee temporary power available at any other ares on this facility. For these locations the contactor must coordinate with local power company to have temporary power fee installed at the contractors expense. During the site walk, it was noticed that there is suspected ACM at the pipe insulation in the crawlspace where pipe is scheduled for demolition. However, this material was not called out on Specification page 02 82 11-3, of the asbestos abatement scope. Can the full environmental report be provided to confirm that this area is clear of ACMs? Response: See attached Asbestos & HazMat Summary April 2021 and Crawlspace Asbestos & HazMat Summary September 2022. Please confirm all tele-data cabling, existing and new, is coming from same room, B16. Response: The VA cannot guarantee all existing cabling comes from Room B16 but will agree all are terminated in a location on average within this distance from the project area. All new are planned to be routed from and terminate inside Room B16. PP identified as push pads, shown on EP-B-01 on the south side rooms, are these to be stubbed above the accessible ceiling with a connection to a local door operator or back to a specific room for global control? Are they to have an individual power feed? None shown. Response: For doors B36, B37 and B38, push pads provide local control. Provide 120V connection for automatic doors utilizing circuit FB-31. Coordinate exact location and power requirements with the contractors installer. Is it possible to get a floor plan for building 44 for the purpose of locating the existing switchboard 44-CDP, it was not part of the walk through. Response: No floor plans are available for this pre-fabricated electrical utility shed. See two photographs attached with this response. From the plan view on AD101, it appears that all of the interior partitions to be demolished are non-load bearing. Please clarify the construction of these partitions. Are we to assume these are drywall over metal stud, as in keyed note DE1? Response: As stated in key note DE1, REMOVE PORTION OF METAL STUD AND GYP BD PARTITION INCLUDING BATT AND/OR SPRAY FOAM INSULATION. SEE PLAN FOR WORK IN THIS AREA. . Partitions to be removed are Metal Stud and GYP BD. Exterior brick wall is to remain as shown on drawings. Please confirm the location of the Clay Tile Partition to remain referenced by keyed note DE7. Response: Clay tile partition to remain is in same room as the note appears (LINEN CUTE B85). Partitions to remain are shown shaded on plan and indicated in the DEMOLITION PLAN SYMBOLS. Demo keyed note DE2 states that VCT flooring is to be removed. Please confirm that these are the locations called out by the ACM abatement schedule in the specifications or if this also includes demo keyed note DE14 (remove sheet vinyl flooring...). There are room numbers listed in the specifications that do not correspond to the drawings. Response: Demolition drawings are separate from the ACM Abatement specifications, reports and drawings. Refer to HazMat Reports, drawings and specifications for room numbers. Coordinate Demolition and HazMat (Abatement) work as required. Please confirm that we are to price grinding down the terrazzo at all locations called out by keyed note DE14 in preparation for new flooring. How thick is the existing terrazzo? Response: Typically this ranges from 0.75 to 1.25 inch thick terrazzo and bed. Note FL6 on AE101 states that concrete floor is to be patched at the removed walls. Please confirm that this is referencing a topping/leveling coat and what depth should be figured. Response: See response to question 17 above for thickness. Provide appropriate material to patch flooring at removed clay tile partition. Please confirm that the total roof area shown on AE113 is to be replaced with EPDM over tapered polyiso insulation. Response: Refer to notes, plans, wall sections, details and specifications for roofing system types and materials. Mechanical addition roof is to be an EPDM over flat and tapered insulation as specified. Existing Canopy roof system is to be field verified and documented as stated on drawings and rebuilt to match existing. What are the existing roofing materials? Response: Existing main building has slate roof tiles. Will this project be Sales Tax Exempt? Response: Please refer to FAR Clauses 52.229-2 North Carolina State and Local Sales and Use Tax, and 52.229-3 Federal State and Local Taxes for information regarding taxes. Are there access limitations to any of the areas within in this project? Response: Once the VA turns over the project area to the contractor, they will have full access within that area per approved mobilization plans and requirements. This project must have an approved Infection Control Plan and establish Interim Life Safety Measures (ILSM) which may have requirements affecting accessibility and controls in and out of the project area. The contractor must have all personnel cleared and a badging system used for access control by their personnel as well as to prevent access by unauthorized personnel. Will there be specific haul routes required for this project? Response: Yes. These should be identified on the mobilization plan so both the construction contractor and VA agree prior to mobilization where these are and associated route(s) to and from the project area(s). Are there any limitations on work hours, or can all work be done during normal business hours? Response: This is an active medical center and there will be efforts that must be accomplished after hours or weekends and maybe even on federal holidays. Contractors cannot expect all work for this project to be able to be accomplished during normal work hours, but the facility does expect a majority can be.
