- NAICS:� 562119 W912PM24Q0002 SOURCES SOUGHT NOTICE FOR Cape Fear Lock and Dam Debris Removal - Indefinite Delivery Indefinite Quantity RESPONSE DATE: �26 September 2023 at 4:00PM Eastern (UTC-5) This is a Sources Sought/Request for Information only. This is NOT a Solicitation Announcement, nor is it a Request for Proposal. The submission of this information is for planning purposes only. It is not to be construed as a commitment by the Government to procure any services, and the U.S. Army Corps of Engineers, Wilmington District does not intend to award a contract based on this request for information. The U.S. Army Corps of Engineers, Wilmington District, is conducting market research to facilitate a determination of acquisition strategy for this procurement. The determination of the acquisition strategy for this procurement lies solely with the Government and will be based on market research and information available to the Government from other sources.� A market survey is being conducted to the determine the market capabilities of potential contractors and determine if there are a reasonable number of firms, large or small businesses, interested in performing the required work in the required location.� A decision as to whether the work will be set-aside for specific socio-economic category businesses is pending.� Therefore, the Government is particularly seeking responses from small businesses, small disadvantaged businesses: 8(a) concerns, HUBZONE concerns, woman-owned small businesses, veteran or service-disabled veteran-owned small businesses.� Large businesses should also respond. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. The NAICS Code for this acquisition is 562119 � Other Waste Collection.� The business size standard for NAICS Code 562119 is $47M. The duration of this contract to perform debris removal at Cape Fear Lock and Dam 1, 2, and William O�Huske Lock and Dam is One (1) Base Year and Four (4) Option Years that are to be exercised at the discretion of the government.� It is the Government�s intent to award a Firm Fixed Price�� All work shall be performed in accordance with the Performance Work Statement. No reimbursement will be made for any costs associated with providing information in response to this request or any follow up information requests. NO SOLICITATION IS CURRENTLY AVAILABLE. PROJECT DESCRIPTION: SNAG AND CLEAR The work includes removal and disposal of miscellaneous trash and debris, including dead and downed trees and sediment from behind each set of miter gates and within the lock chamber to allow the miter gates to open fully.� The sediment to be removed is predominately silt, clay, sandy silt, or sandy clay material. Other materials that may be encountered are wood, metal, and other sunken debris. All trees or large debris on the lock gates and on the outer lock walls will also need to be removed.� All trees and large debris (not sediment) will be snagged and cleared from the approach channel including in, on, and around the navigation cells and pilings. The Lock Chamber:� The chamber is 40 feet wide by 200 feet long at Lock and Dam 1 and Lock and Dam2. The chamber is 40 feet wide by 300 feet long at William O�Huske Lock and Dam (LD3).�� Upstream of Chamber:� Sediment and debris upstream of the upper miter gates will need to be removed from an approximate 40 ft x 40 ft area outside the lock chamber.� The miter gates extend 20 feet into the upstream channel when fully opened.� This will allow the 20-foot-wide gates to open completely plus provide an additional 20 feet of buffer to prevent sediment from immediately filling back in.� Approach Channel: Area between the navigation cells (river side) and pilings (shore side) must be cleared of trees and large debris, sediment may remain. DEBRIS DISPOSAL TRASH DISPOSAL All trash (anything except sediment and woody/naturals debris) will be disposed of offsite; the Contractor shall use a roll-off dumpster to store trash while contract is in progress prior to removing dumpster and/or bin at the conclusion of all work.� Any removed material shall be transported and disposed of in accordance with applicable federal, state and local requirements at the Contractor�s expense. 2.� WOODY DEBRIS DISPOSAL a.� CUTTING AND PLACING: Woody debris shall be disposed of by cutting into manageable pieces as needed and placing on shoreline above typical channel elevation (in tree line). b.� BURNING If the Contractor wishes to burn debris, he shall be responsible for obtaining all necessary burning permits prior to the commencement of work.� The Contractor shall conform with local and state ordinances pertaining to outdoor burning.� Burning pile locations will be approved by Corps representative prior to burning.� The Contractor shall provide the Corps representative with a fire safety plan prior to the commencement of work.� The plan must be approved by the Corps representative prior to actual burning. c.� CHIPPING Chipping of woody debris is an acceptable alternative to burning; all such material may be uniformly broadcast in adjacent forested areas only, so as to not leave piles of chips on site. No chips will be permitted on riprap, pavement or in the river. 3.� SEDIMENT DISPOSAL Sediment will be transported and disposed of off-site in accordance with applicable federal, state, and local requirements at the Contractor�s expense. Environmental sampling/testing required will be the responsibility of the Contractor and the Contractor shall pay all costs of sampling/testing.� a.� Sediment must be tested for TCLP 8 RCRA Metals regardless of additional landfill requirements. Contractor is responsible for any additional testing required by disposal site.� TLCP 8 RCRA Metal results and any additional testing results must be delivered to COR as a deliverable along with invoice. b.� USACE expects sediment totals to be well below thresholds for needing multiple samples and expects there to be need for one sample per site per Task Order issuance. If there are multiple containers per site, a composite sample including some material from each container will need to be taken. c.� Sediment will be stored in lined dumpsters/containers as it is removed from the channel and remain there until testing and is complete. Dumpsters shall be covered once capacity is reached, or work is complete.� Dumpsters may be staged on esplanade area near lock chamber at each site. d.� Covered dumpster(s) may remain on site while testing requirements are met prior to hauling for disposal but expedited testing of 5�7-day turnaround will be required to reduce on-site storage time. The anticipated Period of Performance is as follows: �One (1) Base Year and Four (4) Option Years. Offeror's response to this notice shall include the following information: 1.� General information: a.� Firm Name b,� Firm Address c.� Unique Entity ID number and Cage Code d.� NAICS (list all NAICS under which your firm is registered) e.� Responsible Point of Contact f.� Business Type and Size g.� Small Business Classifications (indicate all applicable classifications, including small business, HUBZone small business, Small Disadvantaged business, service-disabled veteran-owned small business, Woman-Owned small business, Minority, Native American small business) NOTE: Any supporting documentation that confirms your socio-economic status should be provided, i.e., letter of certification from VA confirming SDVOSB status. The Government may not give credit to your socio-economic class if there is not sufficient documentation to support it or if the Government cannot verify through other means that your business is as such.� The Government must be able to verify SBA certification of HubZone and 8(a) via SAM, and VA Certification of VOSB and SDVOSB�s through the Vendor Information Pages at https://vip.vetbiz.va.gov. h.� Identification of Joint Ventures (Business Name, Business Size and Cage Code of JV); Although we are not looking for formal signed agreements at this time, if you intend to ""team"" with another firm, formally or informally, you must submit information, not more, than one (1) page, about your team's involvement. More specifically, you must submit sufficient information for the Government to determine the roles each team member will play and what your socio-economic status is or will be considering the proposed arrangement. Therefore, included in your one (1) page if you are a Small Business and you intend to mentor/prot�g� and/or JV with a large business, both team members must sign agreeing that 40% of the labor will be performed by the 8(a) firm. Additionally, if the team is a mentor/prot�g� arrangement, identify the areas that will be mentored. Any supporting documentation that confirms your socio-economic status as a team should be provided. 2.� Firm's interest in submitting a proposal in response to the solicitation when it is issued. 3.� Indication of certification(s) related to Debris Removal and other relevant certifications. 4.� Identification of areas within the United States where the company has the capability to work: 5.� Demonstration of the firm's experience as a prime contractor on projects that are substantially complete or completed within the last five (5) years which are similar to the project in size, scope, and complexity. a.� Projects considered similar in scope to the project shall include Debris Removal b.� With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract number, and contract amount. c.� A description of how the experience relates to the proposed project. d.� Your company's level of involvement in the project, i.e., subcontractor (type), prime, GC, etc. and your specific role. The response must show that the respondent possesses the necessary skills and experience. Please only include a narrative of the requested information; additional information will not be reviewed. Do not send hard copies of advertising or promotional materials. Please ensure that all responses are comprehensive and provide a name and point-of-contact for your firm for follow-up by this office or the procuring contracting officer. If you have responded to any previous sources sought postings or had other communications with our office regarding preliminary market research for this project, please be advised that it is still� necessary for you to respond to this posting. Any responses involving teaming agreements should delineate between the work that will be accomplished by the Prime Contractor and work accomplished by the teaming partner.
