- THIS IS NOT A REQUEST FOR QUOTE � THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD TO THE INTERNALTION INSTITUTE FOR STRATEGIC STUDIES FOR MILTARY BALANCE + LICENSES The United States Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Services (WHS/AD), on behalf of the WHS- Enterprise Security Services Directorate (ESSD) intends to award a contract on a sole source basis to the International Institute for Strategic Studies 2121 K Street NW, Washington, DC 20037 to acquire 6 individual licenses to access the Military Balance+ database. The period of performance will be for one Base Year with Two Option Periods. The Base Year Period of Performance starts-September 29, 2023 to September 28, 2024. The anticipated award will be made under the statutory authority of Federal Acquisition Regulation (FAR 8.405-6(a)(1)(i)(B), �Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.� The contract is intended to provide six individual licenses to access to an authoritative database resource for international military capabilities data and analysis to support the research needs of Pentagon policy and decision makers. The International Institute for Strategic Studies (IISS) provides comprehensive, independent, unbiased, and nonpartisan data and assessment covering military capabilities worldwide through its Military Balance+ database. IISS has been collecting data on and analyzing defense capabilities for over a century, publishing the information annually in the journal, Military Balance.� Based on this wealth of data and analysis, IISS has developed the Military Balance+ database to military capability research.� IISS is the sole source for access to this unique database content which utilizes IISS�s proprietary methodology. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this notice via email to whs.mc-alex.ad.mbx.ks@mail.mil, with a file size less than 5MB, Subject Line: Response to NOI BS091520232010 no later than 5:00 pm EST, 15 September 2023. �All information submitted should support the offerors capability to provide the services required, and shall be furnished at no cost or obligation to the Government.
