Description
The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Procurement Section is issuing this urgent Request for Quotation (RFQ) for the purpose of procuring the services of On-Site Interpretation Service within the State of Hawaii for disaster declaration 4724.� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 15 Contracting by Negotiation, as supplemented with additional information included in this notice. The solicitation number 70FBR923Q00000065 is being issued for a request for quotes (RFQ) for Small Business contractors. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-05, effective September 7, 2023. This procurement is a 100% Small Business set-aside and the associated North American Industrial Classification System (NAICS) code for this procurement is 541930 Translation and Interpretation Services, with a small business size standard of $20,000,000.00. Preference will be given to local businesses in Hawaii. The Government intends to award a Time and Material to possible multiple responsible offerors submitting an overall quote that is determined best value to the Government�s needs, price and other factors considered, using the procedures prescribed in the technical evaluation factors. Quote Submission Instructions Responses to this Request for Quote are due electronically to Demetria.carter@fema.dhs.gov no later than 3:00 pm HST, on Friday, September 15, 2023. This solicitation requires an active registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Contractors are requested to submit their pricing to provide the services outlined in the attached statement of work.� The Service Contract Act of 1965, as amended (41 U.S.C. 351) is applicable to this procurement for On-site Interpretation services and the following wage determination shall be applicable to the resulting labor hour contract: Wage Determination No.: 2015-5739. Period of Performance will be 180 days from date of award, with (1) 90-day option period. Evaluation Factors for Award The Government may award multiple contracts resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the best value to the Government�s needs, price and other factors considered. The factors are listed below in descending order of importance. All evaluation factors, other than price, when combined, are significantly more important than price. The following factors shall be used to evaluate offers: Volume I: Technical Factors � Limit 15 Pages Factor 1 � Work Plan & Proposed Personnel The contractor�s quotation shall be evaluated on its demonstrated ability to provide staffing throughout the State of Hawaii (Maui and Hawaii counties) necessary to accomplish the tasks outlined in the Statement of Work. The work plan shall fully describe the offeror�s proposed solution to achieve requirements of the SOW and address the offeror�s technical approach and methodology. At a minimum, the offeror shall address the functions and disciplines involved for each objective, skill levels, and quantity of resources and methods of operation. Factor 2 � Project Management Plan & Oversight The contractor�s quotation shall be evaluated on its demonstrated project management and oversight capability. Contractor must propose an acceptable plan to manage its workforce. The plan should seek to minimize the supervision and assistance from the FEMA COR. The management plan shall demonstrate the offeror�s ability to direct and control the operation of this requirement both programmatically and on a daily basis in an efficient and cost effective manner. It shall also address how the offeror will manage risks (including both identifying and mitigating risks). The plan shall include a detailed discussion on how any subcontracted work will be managed and integrated to ensure efficient and effective services are provided. Factor 3 � Quality Control Plan The quality control plan shall demonstrate the offeror�s ability to propose and execute a quality control plan, whereby the contractor manages and monitors the process and takes the appropriate corrective action to correct performance to meet program objectives. The quality control plan shall discuss the offeror�s policies and procedures to ensure compliance with the contract requirements and its methods of documenting and enforcing quality control procedures of both the prime contractor and subcontractors. Factor 4 � Past Performance & Company Experience The submitted past performance experiences shall be of contractual work that is similar to the requirements set forth in this solicitation. Past experience summaries shall be for projects completed in the last five years or currently in process, which are of similar size, scope, and complexity relevant to the effort required by this solicitation. Contracts listed may include those entered into by the Federal Government, agencies of State and local governments, and commercial customers. Contracts with the parent or an affiliate of the offeror may not be used. The following information shall be provided for each referenced contract: a. Program title or product name b. Contract number c. Contract type d. Brief synopsis of work performed e. Brief discussion of how the work performed is relevant to this solicitation f. Contract Value The Government will consider the above information, as well as information obtained from any other sources, when evaluating the offeror�s experience. The past performance evaluation will assess the Offeror's record of relevant and recent work for government and private sector clients. Volume II: Price Offerors shall complete Attachment 2 Pricing Worksheet. Simply complete insert the rate and other direct cost. The government will confirm calculations for accuracy. All non-price factors, when combined, are slightly more important than price. The technical evaluation rating criteria are defined in Attachment 3.
