Description of Synopsis � RFP W519TC-23-R-2070 This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the FAR (Federal Acquisition Regulation) Part 13 in conjunction FAR Part 12, as supplemented with additional information included in this notice.� This announcement constitutes the only Combined Synopsis/Solicitation requested, and a written solicitation will not be issued). All responsible sources may submit a proposal. The North American Industry Classification System (NAICS) code is 611630, Service Code U099. Offerors must be registered in the Central Contractor Registration (SAM) at http://www.sam.gov, in order to be considered for award. The Combined Synopsis/Solicitation is issued as a Request for Proposals (RFP). The award will be Firm Fixed Price (FFP). Note: The description herein is a summary of anticipated services and is not intended to be all-inclusive.� The United States (U.S) Army Contracting Command � Rock Island (ACC-RI) is seeking quotes from capable contractors to provide non-personal services for six (6) months with six (6) months option�for American English Language & communication instruction, training, and testing to increase language proficiency for the Saudi Arabia Ministry of National Guard (SANG) ground forces in the Kingdom of Saudi Arabia, in preparation for United States (U.S) Military School attendance. This Request for Proposals (RFP) is issued and intended for award.� This RFP is to be construed as a formal solicitation on behalf of the U.S Government to acquire English Language Training services under a Foreign Military Sales (FMS) case which supports the Saudi Arabia Ministry of National Guard (MNG). Training is required for MNG ground forces in the Kingdom of Saudi Arabia, in preparation for them to attend various military schools in the United States. Proposed training will be�commercial. All instruction and technical information shall be in the English language.� Contractor shall provide training at the Khashm Al Aan (KAA) Military Complex in Riyadh, Saudi Arabia.� Please reference the attached PWS titled �E.01 English Language 6-Months PWS� for all the requirements prior to submitting a proposal. You may use the attached proposal structure template attached titled �English Language Training � Proposal Structure 28Aug23�, however, you may create and submit your own proposal structure.� Questions are due via email to the Contracting Specialist: Mohamad El Masri at�mohamad.a.elmasri.civ@army.mil and Contracting Officer: Linda A. Matos at�linda.a.matos.civ@army.mil with RFP #W519TC-23-R-2070 in the subject line by 1500 SAST 6 September 2023. NO EXCEPTIONS. Cage Code is required with quote submission. Offerors are encouraged to check the System for Award Management (SAM) website at http://www.sam.gov for any amendments to this combined synopsis/solicitation. There are no restrictions for offerors located in the United States of America. For offerors located in KSA, you are required to provide documentation of your Company�s Commercial Registration and your General Authority for Zakat and Tax Certificate. You are also required to submit your proposal in SAR and you shall provide the pricing for the 15% Saudi Arabian Value Added Tax (VAT). All offerors shall include past performance information and current technical capabilities to meet the requirements of this solicitation. All offerors must be able to mobilize within thirty (30) days after receiving the award. Proposals shall remain valid for sixty (60) days after quote submission. Any information provided to the Government is strictly voluntary and to be provided at no cost to the Government.
