Description
The Regional Procurement Office (RPO) East intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Wiesenportz Enterprises, Inc. for consultation and development project with Principal Investigator William Ledoux, Ph.D., and the Center for Limb Loss and MoBility (CliMB) at the VA Puget Sound Healthcare System. Initial/previous services to create this highly specialized software began at the University of Washington, educational affiliate of the VA Puget Sound, via funding-only study VA Center of Excellence in Amputation Prevention and Prosthetic Engineering (IRBNet 1587866). The study was led by PI Ledoux, who is dual appointed at UW and the VA Puget Sound. Wiesenportz Enterprises, Inc., under the lead of Dennis Knippel, has developed several software modules for the team. Requirement to enter into contract with Wiesenportz Enterprises is in the best interest of the study and Government. PROJECT DESCRIPTION AND SCOPE Wiesenportz Enterprises, Inc. s services will include refining/improving/completing highly specialized biplane fluoroscopy software and related extensions, modules, and documentation for the study Characterizing and Restoring Joint Motion in Patients with Hallux Rigidus (MIRB/IRBNet 01908/1588218). The company will also perform additional documentation and development tasks relating to the biplane fluoroscopy software project, so as to demonstrate performance and potential features as requested by the lab. The biplane fluoroscopy is a standalone lab computer. Wiesenportz Enterprises, Inc. will also provide contribution to detailed reporting, documentation, timely review and critical comments associated with this project. Tasks: Refine bead-based tracking software for standalone lab equipment; Develop code base for bone-based tracking software for standalone lab equipment; Develop graphical user interface to bone-based tracking software for standalone lab equipment. Estimated Period(s) of Performance: Base Year plus one (1) option period, each, 12 months in length This is a notice of intent and is not a request for competitive quotes; however, any responsible source who believes they are qualified to meet this unique need may submit a capability statement to the contracting office no later than Thursday, September 21, 2023, 11:59 AM EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
