Description
NOTICE OF INTENT � The Simon Group This is a NOTICE OF INTENT to award a sole source contract using Federal Acquisition Regulation (FAR) Part 6.302- other than full and open competition as authorized by statute. The Department of Energy (DOE), Office of Headquarters Procurement Service, intends to award a sole source contract to The Simon Group to provide support for the implementation of the centralized DOE vetting process. DOE�s Office of International Affairs, Office of Research, Technology and Economic Security (RTES) (IA-63) requires contractor support for the implementation of the centralized DOE vetting process. The RTES Office is responsible for DOE�s internal due diligence of financial assistance awards, loans and prizes as related to research, technology, and economic security. The RTES Office needs vetting capability that can immediately begin operations while simultaneously developing an enduring capability that can be scaled based on mission requirements. This contract must include an end-to-end vetting process, staffing, educational products, and technological solutions to help ensure the identification of any potential risks of undue foreign influence are fully identified in advance of any research award, grant, loan, or prize. The DOE Office of International Affairs (IA) would specifically wish to contract with The Simon Group. The Simon Group is a Small Disadvantaged Business, Service-Disabled Veteran own small business, which is primarily focused on protecting intellectual property, mitigating risks to their supply chain, critical infrastructure and threats posed by trusted insiders. The Simon Group provides consulting and managed services specializing in end-to-end vetting of potential recipients and awardees. The Simon Group�s innovated approach to provide Due Diligence as a Service uniquely positions this SVDOSB to meet the needs of DOE. In accordance with Competition in Contracting Act, 41 USC 3304, as implemented by FAR 6.302-5 in accordance with FAR19.1406, other than full and open competition is authorized when authorized by statute. The Government intends to award a sole source purchase order The Simon Group, 43442 Mountcastle Drive, Chantilly, VA 20152. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit the following information within fifteen (15) calendar days of publication of this notice which shall be considered by the requesting agency: � Detailed capability statement to include prior experience and relevant contracting information (e.g., contract number, contract total value, agency name, identify as prime or subcontractor, % involvement, etc.) � Description of technical offering � Evidence of Small Disadvantaged Business, Service-Disabled Veteran (SDVOSB) classification � Confirm System for Award Management (SAM.gov) registration status (e.g., provide unique entity identification (UEI) number) � Provide a list of active Federal Supply Schedule (FS), Governmentwide acquisition (GWAC), or multi-agency (MAC) contracts (e.g., GSA or GSA OASIS, NASA SEWP, etc.) SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Responses must be in writing and delivered by e-mail to the contract specialist, ellen.clayton@hq.doe.gov. The e-mail shall contain the following subject line: Response to Notice of Intent 89303023NIA000012. Please submit all information no later than September 30, 2023, 5:00 P.M. Eastern Time. A determination by the Government to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition requirement.
