- This is a notification that the United States Marshals Service (USMS) Asset Forfeiture Division (AFD) intends to award a sole source, Firm-Fixed Price contract modification under statutory authority 41 USC 3304(a)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements.� The current contractor, National Maritime Services Inc. is providing services through an Indefinite Delivery Indefinite Quantity (IDIQ) contract established for the relocation, storage, maintenance, and disposal of seized and forfeited vessels for assets managed by the USMS Asset Forfeiture Program (AFP). The modification will increase the ceiling to IDIQ #15M50021DA4400052 from $19,879,100.28 by $37M to $56,879,100.28, to provide uninterrupted, high-quality continuity of support maintenance for the Agency's seized and forfeited vessels. �This effort is currently being performed under contract number #15M50021DA4400052, which expires on 23 September 2026 if all options are exercised.�The associated North American Industry Classification System (NAICS) code for this procurement is 713930 Marinas, with a size standard of $11.0M.� This notice of proposed contract action is required by FAR 5.201.�This action will result in a ceiling increase to the existing contract which is necessary to allow for continuity of critical contractor services until the ongoing recomplete (solicitation# 15M50023RA4400003-0002) is awarded in first quarter FY24.� The USMS will solicit and negotiate directly with the National Maritime Services Inc. and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations and no solicitation is available. This synopsis is to give notice of the Government�s intent to make a sole source modification to an existing contract; however, if an interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement.� Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. A determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not reimburse for any costs connected with providing the capability information.
