Description
The Syracuse VA Medical Center located at 800 Irving Avenue, Syracuse, NY 13210 has a requirement for a SPS Sterilizer. This is a Combined Synopsis Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this solicitation. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Interested vendors that respond to this Combined Synopsis Solicitation must provide evidence that they are able to meet all the requirements identified herein. This requirement is being solicited as an SDVOSB Set Aside for Brand Name or Equal equipment. The referenced Brand Name in this Synopsis is Steris. The proposed contract action is for supplies for which the Government intends to solicit competitive offers to award a firm fixed price contract. Interested vendors may submit quotes, and all eligible quotes received prior to the date listed in SAM.gov shall be considered by the Government. The NAICS code for this requirement is 339113 and the size standard is 750 Employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-03. Only emailed proposals received directly from the offeror shall be considered. Statement of Work A. GENERAL INFORMATION 1. Title of Project: Installation of a new sterilizer for SPS. 2. Type of Contract Contemplated: The contract will consist of installing a new sterilizer, disposal of the old sterilizer, and one-year preventative care. B. SCOPE The contact will consist of installing the new sterilizers, disposal of the old sterilizer and generator, and one-year preventative care. The contract will also install AMSCO 600 electric and deinstall AMSCO 600 electric, install flush and drain during the sterilizer installation, install loading cart/transfer carriage, and provide one-year preventative care. The requirement is for the purchase of the AMSCO 600 unit C. REQUIREMENT/SALIENT CHARACTERISTICS/SPECIFICATIONS Common Nomenclature (commercial description): Commercial steam sterilizer Electrical Data (i.e., 110 v, 60 Hz, 3 Ph, etc.): 208V Dimensions, size, capacity: 26.5"" x 26.5"" x 51"" Intended use: For sterilization of medical supplies Warranty: Per Manufacturer Training: The vendor will provide training for staff. Service and/or Maintenance: One year E. DELIVERY The contractor must deliver 1 Prevac Steam Sterilizer 26.5X26.5X51 electric, Dbl Door, Vert Slide, Rec 2-walls, 208V The delivery will take place when the contact has been approved, or soon thereafter. The contractor will deliver to logistics at the Syracuse VA Medical Center. Raymond Swift and Michael Belluet will be the contact for the company. Inspection and acceptance will occur at the Syracuse VA Medical Center, logistics department. F. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI) Government-furnished property will be provided by logistics. G. SECURITY This section should identify any unique security requirements associated with contract performance (when applicable). These requirements may include, but are not limited to, such items as: The contractor will not need special security clearance. They will be escorted by logistics and bio-med to the SPS department for installation and removal of the old steam sterilizers. H. SPECIAL MATERIAL REQUIREMENT Special requirements will be determined by bio-med. I. PLACE OF PERFORMANCE Place of performance will take place at the Syracuse VA Medical Center, Sterile Processing Services. J. PERIOD OF PERFORMANCE Period of performance will take place when the contract has been approved. The sterilizer is needed as soon as possible. The following factors shall be used to evaluate quotations: (1) Technical or Quality (2) Past Performance (3) Price (c) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following: (1) Technical or Quality: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation. (2) Past Performance: The past performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis. (3) Price: The Government will evaluate the price by adding the total of all line item prices. The Total Evaluated Price will be that sum. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This combined synopsis solicitation shall result in the award of a firm fixed price contract. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text.
