Description
Notice of Intent This is a Notice of Intent to SINGLE SOURCE DETERMINATION USING SIMPLIFIED ACQUISITION PROCEDURES (SAP) FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD (AUTHORITY: FAR 13.106-1(b)(1)), not a request for proposals. A request for quotation document will not be issued and proposals will not be requested. The proposed simplified acquisition action is for proposed award to EARTH BIG DATA, LLC. The proposed award will allow NOAA/NESDIS/STAR to integrate Disaster Relief Supplemental Appropriations (DRSA) and Bipartisan Infrastructure Law (BIL) Program funded satellite flood estimates from Synthetic Aperture Radar (SAR) currently running outside of NESDIS into NESDIS Enterprise Cloud Environment.� Test flood products are currently supporting National Weather Service (NWS) River Forecast Offices, Federal Emergency Management Agency (FEMA), United States Geological Survey, and NOAA�s National Water Center for flood monitoring. SEPPO is a required software to promote these flood products into NESDIS operations.� NESDIS Information Technology has provided approval for testing SEPPO into the NESDIS Common Cloud Framework (NCCF).� �The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-05 September 7, 2023. The associated North American Industry Classification System (NAICS) Code is 541511, Custom Computer Programming Services.� �Interested vendors may identify their interests and capabilities to the requirement no later than 10:00 am EST, September 18, 2023 by email only to Joel.LPerlroth@noaa.gov (NO PHONE CALLS). The Government will consider all responses, but a determination not to compete this action is solely under the discretion of the Government. This action is under the authority of 41 United States Code (U.S.C.) 253(c)(3)(B) as set forth in Federal Acquisition Regulation (FAR) 13.106-1(b) [Soliciting from a single source]. There is a reasonable basis to conclude that the highly specialized services are available from only one responsible source and no other services will satisfy agency requirements. Further, award of this requirement to a different source would result in an unacceptable delay in fulfilling the agency�s requirements. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS) intends to issue a sole source contract to P.O. Box 114, Woods Hole, MA 02543, Josef Kellndorfer, josef@earthbigdata.com, +1 508-444-0885. The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. Only one source or brand name is reasonably available as detailed below: Earth Big Data LLC is the only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The software Earth Big Data LLC holds the sole right to sublicense, distribute, and market SEPPO. SEPPO is new and unique cloud processing system for SAR remote sensing processing at large scales.� Earth Big Data LLC developed and released SEPPO in 2023, so many of the components are novel and highly specialized. All currently work for the NESDIS SAR Flood monitoring has been developed with SEPPO integrated into its framework to deal with the large volume processing and leverage modern age set of tools for big data processing tasks. SEPPO also integrates with Amazon Web Services (AWS), the current NESDIS Common Cloud Framework (NCCF) environment.� This action will be for a period of performance of 12 months starting from the date of award.
