- This contract is for the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center�s (GSFC) Near Earth Orbit Network (NEON) Sounder for Microwave-Based Applications (SMBA) Phase A Study. Should the Government choose to proceed, the Government will execute SMBA Phases B-D on a separate contract vehicle.
