- This requirement is awarded on a sole-source basis to University of Arizona, Tucson, AZ, only one responsible source and no other supplies or services will satisfy the requirements requested in the attached requirements document. The North American Industry Classification System (NAICS) Code for this acquisition is 541690 Other Scientific and Technical Consulting Services. The small business size standard for this NAICS code is $19.0 million. Product Service Code (PSC) is R499. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This requirement is for the operation and maintenance of weather stations and the reporting of meteorological data. The weather stations of interest include stations along the lower Colorado River which are part of the Arizona Meteorological Network (AZMET). AZMET provides meteorological data required for the computation of evapotranspiration, the water used by plants. Evapotranspiration data is used by farmers to calculate their irrigation needs. The Government believes that only one responsible source can meet this requirement. The statutory authority for other than full and open competition is FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a proposal, which shall be considered by the agency, to Patricia Woodhouse at pwoodhouse@usbr.gov by the closing date and time given on page 1 of the attached solicitation. Any information received will be treated as market research information towards future similar or same requirements. Questions may be submitted to pwoodhouse@usbr.gov by 1 September 2023.
