- NASA/Johnson Space Center is issuing a Final Request for Proposal (RFP) for the United States Deorbit Vehicle procurement, solicitation number 80JSC023R0003.� You are notified of the following: 1.� Proposals are due no later than November 17, 2023, at 1:30 p.m. Central Time. 2. Past Performance is due no later than October 16, 2023, at 1:30 p.m. Central Time. 3.� Questions regarding this solicitation are due to the Contracting Officer no later than October 11, 2023, at 1:30 p.m. Central Time. 4. The Technical Library for the Final RFP has been posted within the Attachment and Links section this notice. Offerors shall utilize the Final RFP Technical Library for the most updated version of all Technical Library documents. Instructions on how to obtain access to the Export Controlled portions of the technical library can be found at the bottom of this notice. 5. The Draft RFP Questions and Answers can be found in the Sam.gov posting titled �80JSC022ISSDeorbit�. 6.� A Virtual Pre-Proposal Conference for this solicitation is anticipated to be held on Tuesday, October 3, 2023, from 12:00 p.m. to 2:00 p.m. Central Time. Attendance at the pre-proposal conference is recommended; however, attendance is neither required nor a prerequisite for proposal submission. Registration is required to attend the Conference. To RSVP, send an email to the USDV Contracting Officer, Ashley Chaves, at �ashley.h.chaves@nasa.gov �and cc� JSC-USDV@mail.nasa.gov no later than September 29, 2023, at 5:00 p.m. Central Time. The email must include the following: Subject Line: USDV RFP 80JSC023R0003 Pre-Proposal Conference RSVP Full company name Name and email address of attendees (no more than 10 individuals may represent any party or team of parties at the Pre-Proposal Conference) Company Address Commercial and Government Entity (CAGE) Code and SAM Unique Identifier Company POC phone number and email address Company Size/Type (e.g. Large Business, SB, WOSB, etc.) A confirmation e-mail will be sent to acknowledge your reservation and provide further instructions. 6. �A Virtual Pricing Pre-Proposal Conference for this solicitation is anticipated to be held on Tuesday October 3, 2023, from 2:30 p.m-4:00 p.m. Central Time. To RSVP, utilize the instructions for the Pre-Proposal Conference and annotating attendees for the Pricing Pre-Proposal Conference. 7.� One on One�s will be conducted virtually and in person on Wednesday, October 4, 2023, in the Gilruth Conference Center and/or via Microsoft Teams. Please include your request for a One on One in the RSVP for the Pre-Proposal Conference. No more than 10 individuals may represent any party or team of parties at the Pre-Proposal Conference NASA Clause 1852.215-84, Ombudsman, is applicable.� The Center Ombudsman for this acquisition can be found at:� https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf.
