- Special Notice Special Notice Special Notice Special Notice Industry Day Virtual Conference: Veterans Health Administration Chief Strategy Office, Office of Enrollment and Forecasting: Actuarial Support Services ---------------------------------------------------------- The Department of Veterans Affairs (VA) announces an Actuarial Industry Day Virtual Conference to acquire information from Contractors with capability and expertise in providing health care actuarial services to support budget formulation, strategic and capital planning, and policy analysis. The VA Enrollee Health Care Projection Model (EHCPM), the main deliverable supported by the requirement, justifies more than 90% of VHA s budget formulation. Additional actuarial models and analyses are required for other strategic purposes. The EHCPM is a significant portion of the data underlying VHA s strategic planning processes, as well as the Market Area Health Systems Optimization project (MAHSO), required by the MISSION Act of 2018. Additionally, the EHCPM and other actuarial modeling are used to understand the financial and strategic impacts of policy and legislative proposals. These functions all help VHA ensure appropriate resources and operational planning are in place to meet the health care needs of Veterans. Actuarial Support Services supports the intensive efforts required to annually update the EHCPM and other actuarial deliverables; to conduct new and updated analyses to reflect emerging experience in a very dynamic health care environment; and to provide expert analytic services to ensure VHA is considering system changes and developments with the actuarial approach that is supported and expected by our external stakeholders. This Actuarial Industry Day will be held on September 13, 2023, TIME: (TBD) as a Virtual Event. VA s Actuarial Support Services Industry Day will focus on the capability, capacity, and viability of private industry to provide actuarial support for VA requirements, including the ability to provide projected enrollment, health care utilization for approximately 150 health service categories, and costs 20 years into the future, accounting for multiple factors including, but not limited to, Veteran enrollment priority, age, gender, geographic location, and location of care (VA direct care and community care). The contractor presentation focus shall be on health care actuarial analytic capacity to provide projections as described below. If your company would like to participate in the Actuarial Industry Day, please complete the attached Industry Day Request Form included at the end of this notice and send to Betsy Lawrie at betsy.lawrie@va.gov and Mauricio Vazquez at Mauricio.Vazquez@va.gov. The objective of the event is to conduct market research and acquire industry information for a potential future solicitation. Any detailed requirements and instructions will be provided through a formal solicitation. The Government will open the virtual Actuarial Industry Day by a 20-30 minute presentation with general and overall needs followed by an open question and answer forum by all participants. Following the open forum, a break will be provided and one on one company presentations will follow with the 20-30 minute presentation followed by a Question and Answer. The one on one is voluntary and is not required to attend the Actuarial Industry Day event. The Actuarial Industry Day presentations must cover (at a minimum), the following elements: Actuarial expertise and resources to produce models, such as the EHCPM and other products Ability to project enrollment, health care utilization, and costs 20 years into the future Access to health care benchmark data and description of the data Capacity to produce models, such as the EHCPM and other actuarial analytic products Staffing experience with expertise to support actuarial modeling and analytics Capacity to provide a range of hours per month from 1,500 to 3,500 Current or previous federal contracted work of a similar scope and scale Technical capacity to meet requirements Capacity to receive and analyze large data sets with millions of fields within certain timelines Capacity to support secure file transfers and ensure data and Personal Identification Information (PII) security Additional details as to how the Actuarial Industry Day will take place will be sent via email to those interested in participating. To attend the Actuarial Industry Day, please fill out the registration form and returned no later than AUG 30, 2023 by 4:00 p.m. EST.
