- Amendment 0003 is hereby issued to answer questions received in response to the solicitation. Amendment 0002 is hereby issued to extend the closing date and offer due date to Monday, October 9, 2023 at 8:00 am local Fort Belvoir, VA time. Amendment 0001 is hereby issued to:� A. Reopen and extend the closing date for request for proposals under SPE603-23-R-052.� B. The revisions to the RFP are highlighted in yellow within Attachment A. Plese see attachment A which supersedes all previous versions.� RFP SPE603-23-R-0502 is for Contractor-Owned, Contractor-Operated (COCO)Fuel System Icing Inhibitor (FSII) storage services in the Contiguous United States with priority to facilities located in the East Coast (Maryland,New Jersey or Virginia), Southeast (North Carolina, South Carolina or Georgia),California (LA Basin) and California (San Francisco Bay). The Contractor will be responsible for storage services to include receiving, storing, protecting, maintaining quality, and receiving U.S.Government-owned FSII by tank truck and shipping by tank trucks andintermodal containers. The storage requirement is for dedicated storage of 50,000 gallons (USG) fill capacity per location, for a total of 200,000 USG storagecapacity. This requirement is for a five-year base and storage must be availablewithin 6 months of contract award per location. The successful contractors willbe responsible for the management, operation, maintenance, product qualitysurveillance, inventory control, accounting, security, safety and environmentalprotection of the COCO services and facility.
