- Statement of Work�For�Installation of Emergency Phones at FLETC Charleston, SC Dorms Background This Statement of Work (SOW) establishes and defines the requirements for the engineering, furnishing, installation, testing and documentation of inside and outside plant fiber optic and copper cabling at Charleston, SC.� Scope of Work The contractor shall provide all personnel, equipment, tools, materials, supervision, and all other components necessary to install, test and document inside and outside plant fiber optic and copper cabling at Charleston, SC. All work performed in the design and installation shall conform to BICSI (Building Industry Consulting Services International) specifications to ensure consistency with current codes, standards, and regulations.� The following BICSI publications apply.� Outside Plant Design Reference Manual, 4th Edition and Telecommunications Distribution Methods Manual, 12th edition. General. Cable Testing.� All copper cables will be tested in accordance with BICSI specifications to insure no damage has occurred to the cable during installation.� All copper cables shall be tested for cable faults prior to and after installation has been completed.� If the cable is damaged during installation, the contractor shall replace the cable with one that is undamaged.� All cable terminals and information boxes interface units shall be labeled with machine-generated labels.� All cables shall be labeled at all termination points, building entrance terminals, patch panels, manholes, hand holes, and at all splice entrance/exit points.� Site Restoration. ��All non-paved surfaces (grass, sod, gravel, etc.) must be restored within 7 days.� Trenches and splice pits must be mechanically compacted to compensate for future earth settlement. All roads, streets, sidewalks of concrete or asphalt construction must be restored or repaved within 3 days from the time of backfilling and compaction. Grounding.� Contractor shall ensure all equipment are secured and grounded to industry standards. Description of Task 4.1������ Task 1:� Material to Installation of Emergency Phones at FLETC Charleston, SC Dorms List of materials to be provided by the contractor. Approximately 17000� of CAT 6 Unshielded Twisted Pair Cable (Blue) Sixty (60) CAT 6 Information Outlet � Blue Sixty (60) wall Phone Posted Faceplates Sixty (60) Cetis, Aegis-LBE-08 (BK), Wall Mount Emergency Ringdown ���Phone Cable tags Other Supplies as needed. Task 2:� Installation of Emergency Phones at FLETC Charleston, SC. Dorms Installation of Emergency Phones at Dormitory Building 28 at Charleston, SC. Contractor shall provide and install a Single Data Drops between the CAT 6 patch panel and 15 predetermine locations at building 28, Dormitory. three locations on each floor. (See Building Spreadsheet). � Contractor shall terminate each CAT 6 cable onto the copper cable patch panel in the IT closet at Bldg. 28. Contractor shall provide and install a Single Cetis,, Aegis-LBE-08 (BK)� Wall Mount Emergency Ringdown Phone at each of the three predetermined phone locations of� building 28. Installation of Emergency Phones at Dormitory Building 39 at Charleston, SC. Contractor shall provide and install a Single Data Drops between the CAT 6 patch panel and 25 predetermine locations at building 95, Dormitory. five locations on each floor. (See Building Spreadsheet).� Contractor shall terminate each CAT 6 cable onto the copper cable patch� panel in the IT closet at Bldg. 39. Contractor shall provide and install a Single Cetis,, Aegis-LBE-08 (BK) Wall Mount Emergency Ringdown Phone at each of the twenty-five predetermined phone locations of� building 39. Contractor shall tag and label the cable and terminal. Deliverables Equipment All equipment identified in 4.1. Documents Item identified in Task 1 and 2 Period of Performance. Period of performance for this contract is not to exceed 90 days from contract award date. Contract Type This contract shall be a firm fixed price contract. Place of Performance All Tasks work shall be performed at the Federal Law Enforcement Training Centers; US Department ��of Homeland Security; 2000 Bainbridge Ave Charleston, SC 29405-2607 Section 508 Requirements (include in the SOW, PWS, or SOO) Section 508 of the Rehabilitation Act (classified to�29 U.S.C. � 794d) requires that when Federal agencies develop, procure, maintain, or use information and communications technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public with disabilities must be afforded access to and use of information and data comparable to that of Federal employees and members of the public without disabilities. All products, platforms and services delivered as part of this work statement that, by definition, are deemed ICT shall conform to the revised regulatory implementation of Section 508 Standards, which are located at 36�C.F.R.���1194.1 & Appendixes A, C & D, and available at�https://www.ecfr.gov/cgi-bin/text-x?SID=e1c6735e25593339a9db63534259d8ec&mc=true&node=pt36.3.1194&rgn=div5. In the revised regulation, ICT replaced the term electronic and information technology (EIT) used in the original 508 standards. ICT includes IT and other equipment. Exceptions for this work statement have been determined by DHS and only the exceptions described herein may be applied. Any request for additional exceptions shall be sent to the Contracting Officer and a determination will be made according to DHS Directive 139-05, Office of Accessible Systems and Technology, dated November 12, 2018, and DHS Instruction 139-05-001, Managing the Accessible Systems and Technology Program, dated November 20, 2018, or any successor publication. GENERAL INFORMATION Site visits are scheduled for September 13, 2023, from 1:00 to 4:00 p.m.� The point of contact for the site visit will be Mr. Ed Burkett, who can be reached via email at Edward.Burkert@fletc.dhs.gov. (843)746-3333. Mr. Burkett will be available to provide guidance during the visit. Please note that attendance at the site visit is not mandatory.
