- NOTICE OF INTENT PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION. �� The Federal Highway Administration Headquarters (FHWA), Washington, DC, intends to award a 5-year, sole source, firm fixed priced Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with FFP and T&M/LH Orders to American Association of State Highway and Transportation Officials (AASHTO) to provide Operations Support Activities. The statutory authority which permits other than full and open competition for this acquisition is 41 U.S.C.3304(a)(1), as implemented by FAR 6.302-1(b)(1)(i). This authority is supported by an approved justification for other than full and open competition. This is not a solicitation. This synopsis is for informational purposes only. Written inquiries must reference requisition number 693JJ324R000002. The Government anticipates releasing a Request for Proposal (RFP) in October 2024. The applicable NAICS code is 813920. The size standard as defined by the U.S. Small Business Administration is $23.5M.� The primary objective of this prospective contract would be to assist the Federal Highway Administration (FHWA) in key program areas as they relate to the use of technology and knowledge transfer to influence the development of policies and procedures within State Departments of Transportations (DOTs) to provide improved benefits to the traveling public by optimizing the operations of state transportation systems. This synopsis is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses must include clear and convincing evidence of the offeror�s technical capability of fulfilling the requirement. Responses that fail to include relevant technical capability information and all terms and conditions may be assessed as not capable of meeting the requirement. The respondent must also provide their Unique Entity Identifier (UEI), organization name, address, point-of-contact, and size and type of business (e.g., 8(a), HubZone, etc.), pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.��
