- The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Atlantic requires the purchase of Watch Stander (unarmed guard) services for the NOAA research vessel Okeanos Explorer while in-port at Port of San Francisco during the period of 14-Oct to 23-Oct-2023. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2120-23-01950 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05. (iv) The NAICS code for this acquisition is 561612 � Security Guards and Patrol Services with a small business size threshold of $29m in annual receipts or less. This solicitation is being posted as a small business set-aside. (v) Line items are as follows: CLIN 1:������������ Maritime Security Services (Unarmed Guards) � Two (2) Guards per shift, one for gangway watch and one for bridge watch. See Statement of Work for specific requirements and details. (vi) Description of requirements for the items to be acquired:� The NOAA ship Okeanos Explorer requires unarmed maritime security watches to be on duty & alert for fires, floods, other natural disasters, sabotage, and terroristic activity. Each shift shall be eight (8) hours for each guard, for a maximum of two (2) guards per shift. Additional specifications are listed in the Statement of Work. Quotes shall be the hourly rate, per guard. (vii) Date(s) and place(s) of Performance: NOAA Ship Okeanos Explorer C/O Port of San Francisco � Pier 30/32 The Embarcadero San Francisco, CA 94111 14-Oct to 23-Oct-2023 (viii) The provision at 52.212-1, Instructions to Offerors�Commercial, applies to this acquisition without addenda. (ix) The provision at 52.212-2, Evaluation�Commercial Items, applies to this acquisition.� Please see attached Terms and Conditions for specific evaluation criteria. (x-xiii) See attached Terms and Conditions for Solicitation (xiv) Defense Priorities and Allocations System ratings are not applicable to this solicitation (xv) Offers are due 09/18/2023 at 1600 hours PDT. Offers can be submitted via email to: jason.jenks@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor�s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Quotes will need to be submitted on company letterhead, with the following information: Request for Quote (RFQ) Project Number: (NM-AN2120-23-01950) Company name, address, Unique Entity Identifier, and Cage Code Name, phone number, and email address of company official submitting package -Hourly rate for individual guards- and any additional considerations, such as holiday/overtime rates. Proposals will be rated for technical capability (understanding of the statement of work), past performance, and pricing. Technical approach and past performance, when combined, are of more importance than price. Maritime Security requires additional training above standard unarmed security - see Statement of Work for full details. All guard personnel shall be U.S. citizens with a valid state ID or driver's license. All offerors must have sexual harassment records on file for guard personnel and must have conducted sexual harassment training for assigned personnel within the preceding twenty-four (24) months.
