- 75H70123R00079 Sources Sought:� DB Warm Springs Modernization Phase 1 in Warm Springs, OR, 97761 Jefferson County Disclosure of the Magnitude of Construction. In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the anticipated project magnitude is more than $10,000,000. POP: The period of performance is 547 calendar dates. Contract Type: Firm-Fixed-Priced. The Indian Health Service (IHS) is conducting a SOURCES SOUGHT/REQUEST FOR INFORMATION as outlined in FAR 15.201(c)(3) to gain knowledge of interest, capabilities, and qualifications of firms especially small businesses including: Native American/Indian-Owned Businesses (Indian Economic Enterprise (IEE)), 8(a) Certified Small Businesses, Historically Underutilized Business Zones (HUB-Zone) Small Businesses, Women Owned Small Businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Small Disadvantaged Businesses (SDB), and Veteran Owned Small Businesses. NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED WITH THIS RFI. THIS IS NOT A SOLICITATION FOR PROPOSALS.�Market Research is being performed pursuant to Federal Acquisition Regulation (FAR) Part 10 to identify businesses capable of performing the functions described herein. SUMMARY OF SCOPE The project is currently completed up to the 35% Design Development stage.� The proposed Design-Build contractor shall complete the design, construction, and startup of beneficial occupancy as follows: Expansion of the Warm Springs Health and Wellness Center for a new Primary Care department and Pharmacy (18,000 SF), to alleviate cramped working conditions. Renovations of POD C (7,500 SF) for remodeled Lab, Imaging, and Specialty Care departments. This project will construct an addition to the existing clinic providing properly sized and modern work space for the Primary Care and Pharmacy departments (the expansion phase). The expansion project will include a nurse call system, federal security camera system, telecommunications, and setup of a Temporary Lab for the next phase of construction, as well as cultural arts selected by a committee of community members. Upon beneficial occupancy of the expansion, space vacated by these departments in the existing clinic will be modernized to provide optimal health care delivery space for Imaging, Lab, and a Specialty Care clinic (the renovation phase).� The project will also construct a new access road and make parking lot improvements, including covered parking with solar panels, electrical vehicle charging stations, and xeriscaping. The DB contractor shall perform: Design: All design (AE2) services, materials, supplies, equipment layouts and connections, local building permits, surveying, investigations and project supervision, and construction period services as further detailed in the RFP to include the construction of a new 18,000 SF expansion of the health center, and renovation of 7,500 SF of the existing health center. The design and final construction documents prepared under this contract shall comply with the 2022 IHS AE Design Guide. Construction: All labor, materials, supervision, and administration for the construction phase of this contract, to include a fully functional and approved healthcare facility that meets the needs of the Indian Health Service. Commissioning Coordination and Support: All services, labor, materials, testing to implement the Commissioning Plan with the Commissioning Agent representing IHS, provided by the A/E (AE1*) who completed the pre-design through Design Development (DD) solicitation package. *AE1 is defined as the original A/E who completed the Design Development (DD) submittal package, and who will remain on the project through completion, providing Construction Contract Administration (CCA) services, Medical Equipment plans, and special inspections.
